Thomson Reuters Analysis

Thomson Reuters has conducted analyses and provided guidance on a broad range of policy issues, including quality oversight, nursing home liability, managed long-term care, consumer-directed services, Medicaid estate recovery, Medicaid planning, long-term use of the Medicare home health benefit, and enhancement of the labor force of direct service providers. In addition, Thomson Reuters has designed, supported, and evaluated demonstration projects intended to test new policies and programmatic initiatives at both the federal and state levels.

Impact

Customers of Thomson Reuters, which include the Center for Medicare & Medicaid Services (CMS) and the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation (ASPE), rely on the knowledge and expertise within our Community Living Systems team related to long-term care policy to identify and analyze promising practices in state programs, and provide the information, analysis, and support to assist Federal and state agencies shape long-term care policies. Customers publish Thomson Reuters reports on the internet to encourage informed policy development and implementation. With the team’s combined expertise covering quality assurance, Medicaid and Medicare policy, insurance and liability, web-based systems development, technical assistance, grant management, long-term care service delivery, Community Living Systems functions as a high-level consultant for its customers.

Project Highlights

Building Quality in Medicaid Home and Community Based Services (HCBS) Waivers. Thomson Reuters has provided technical assistance to States and CMS Central and Regional Offices on building effective quality management and improvement strategies for Medicaid Home and Community-Based Services Waiver Programs. As the National Quality Contractor, Thomson Reuters operates in a unique position assisting CMS Central and Regional Offices identify and craft Federal HCBS waiver quality standards, and then providing technical assistance to state agencies on interpreting these standards and incorporating them into states’ already existing quality assurance strategies. Thomson Reuters also assists states structure their consumer directed programs and design the supports brokerage and financial management services that support consumers hiring and managing their support staff.
