There are two types of linked instances between Collaborate and Publisher:
1)
Fully unified
and 2)
API connected
An API-connected instance allows you to have benefits such as the Collaborate panels, without requiring the full unification.
To add Collaborate panels to a dashboard, there must be a Collaborate instance linked to a Publisher instance. You can link instances if you are a system administrator in both Publisher and Collaborate.
Firstly, navigate to your instance of Collaborate and register an API client in

In Publisher, you need to navigate to
System admin

System settings
>
Linked collaborate instances

Add instance:
The fields in the
Add collaborate instance
screen are described below:
Instance Name
- This is the context name, so for example,
https://collaborate.highq.com/sitepoint/
would be 'sitepoint'.
Instance base URL
- This is the base URL, so for example,
https://collaborate.highq.com/sitepoint/
would be 'https://collaborate.highq.com'.
Site secret key
- This is the secret key used to connect to the Hub. Please contact HighQ support for your Instance secret key.
API client ID
- After registering an API client in Collaborate, for Publisher to use, you'll add that API client ID in this field.
API secret key
- The secret key from the API client you've registered with Collaborate.
