Power Function

Description:
The first number raised to the power of the second number.

ARITHMETIC UNDERERFLOW
This function is non-evaluable if the result of the power would be smaller than approximately +/- 2.2e-308.
For example, raising a very small number to the power of a very big negative number.

ARITHMETIC OVERFLOW
This function is non-evaluable if the result of the power would exceed approximately +/- 1.8e308.
For example, raising to the power of a very big positive number.
