This happens when you haven’t marked the field to authorize the e-file.

  2. In the
    E-file Authorization
     section, check the field
    Under penalty of false swearing, I declare that the information in this return and any attachments is true, correct, and complete. I consent to my ERO (Electronic Return Originator), transmitter, and/or ISP (Internet Service Provider) sending the return, this declaration, and accompanying schedules and statements to the Oregon Department of Revenue. I also consent to the Oregon Department of Revenue sending my ERO, transmitter, and/or ISP an acknowledgment of receipt of transmission and an indication of whether or not the return is accepted or, if rejected, the reason(s) for the rejection
    .
  3. Recreate the e-file.
