Eclectronic Value Manifest: Overview

The
Electronic Value Manifest
is a mandatory digital document that importers in Mexico must submit, in accordance with
Rule 1.5.1 of the General Foreign Trade Rules (RGCE)
. Its purpose is to declare, under oath, the customs value of imported goods, including all the elements that comprise it, such as the price paid, dutiable additions (freight, insurance, royalties, commissions), the relationship between buyer and seller, and supporting documentation (invoices, contracts, proof of payment, etc.).
To issue the Electronic Value Manifest, go to the
Value Manifest (Electronic)
option in the system menu.

The regulations require that the Electronic Value Manifest be transmitted
before customs clearance
, which means it must be completed and linked to the projected customs entry (pedimento). Once transmitted, the
e-document
generated by the Electronic Value Manifest must be declared in the final pedimento.

Premises

If you are using the IMMEX module to manage your import/export operations, before generating the Electronic Value Manifest it is necessary to create the header of a projected pedimento with the correct information and to enter the invoices in the system already linked to the corresponding pedimento number. In addition, the COVE number must be associated with the invoices. The association of the COVE number to the invoice can be done by sending the COVE issuance request to the government system through our solution, or by reporting it manually using the COVE Manual Entry option in the drop-down menu on the invoice filter screen.
