Enhancements

Materials (1467023, 1554240)
Grouping products in material sets allows for mapping lists of products to tax rates without the need to configure individual mappings for each product. Tax departments typically organize inventory items into groups of products that share taxable status, such as reduced rate, increased rate, or standard rate. This grouping minimizes the requirement for a one-to-one mapping of products to product taxability rules, except for those specific products which can't be easily grouped. Date Determination rules (1534290)
Determination now provides visibility to standard Date Determination Rules, letting you view the rules in the user interface. Our Tax Research team publishes and maintains Standard Date Determination rules.
Determination XML invoice tax calculator (1523781)
The Determination Tax Calculator is a tool for testing scenarios using the standard XML input tax calculation structure for performing tax calculations. This function is an xmlinvoice servlet that generates a web page from which you can test your XML code.

Distant sales tax type (1291468)
The Tax Type assignment for European Union B2B transactions has been updated from Distant Sales (DS) to Standard (S). This change applies exclusively to goods-based transactions when the point of title transfer is Destination. The destination for shipment is within the European Union and differs from the origin, which is also located in the European Union.
This update affects only sell-side transactions and doesn’t impact B2C transactions, triangulations, chain transactions, or service-based transactions.
Brazil: Reverse-From-Total Transactions (1328589)
An enhancement has been made to the tax calculation type of reverse-from-total for Brazil transactions, specifically addressing ICMS-RD and DIFAL tax treatments. This change improves the accuracy of tax calculations for ICMS-RD (all types) and DIFAL (RD type: None) when using the calculation type of reverse-from-total.
Zimbabwe currency code change to ZWG (1526524)
The Zimbabwe currency code has been updated in the system from ZIG to ZWG to align with the official ISO standard for Zimbabwe Gold.
New local currency code for Curacao - Caribbean Guilder (XCG) (1556818)
A new currency code for Curacao Caribbean Guilder (XCG) with the following currency rule:
  • Rounding Rule: 1
  • Rounding Precision: 2
  • Minimum Accountable Unit: 0.01
  • Start Date: March 31, 2025
Currency rule updates (1558437)
The standard currency rules, including Rounding Rule, Rounding Precision, and Minimum Accountable Unit, have been updated based on regulatory changes for the following currency codes:
  • Burundi Franc (BIF)
  • CFP Franc (XPF)
  • Comoro Franc (KMF)
  • Hungarian Forint (HUF)
  • Iraqi Dinar (IQD)

Tax jurisdictions: Export data split between functions (1540743)
The Tax Jurisdiction feature now lets users configure Establishments and Registrations with enhanced export functionality. The export of Tax Jurisdiction configuration data is split, enabling you to export Establishment and Registration data into separate export processes.
Date determination rules now display logical expressions (1534290)
You can now access and utilize both standard and custom logical expressions within the Date Determination Rules page, providing a complete set of options for rule configuration.
Improved user experience (1464659)
Experience a unified look and feel across various product features, ensuring the same functionality with enhanced usability. All features, including Certificate Manager and related tools, comply with WCAG 2.0 Accessibility guidelines.
Enhanced numeric comparison evaluation (1540708)
Determination has been enhanced to improve the evaluation of numeric values during comparisons. This ensures consistent and accurate comparisons, regardless of leading zeros, even when numeric values are sometimes interpreted as String values instead of Numeric values.
Brazil: rounding improvement (1554366)
When the BRAZIL_DEFAULT_TAX_ROUNDING_OFF is set to No, Determination now correctly rounds Brazil transactions when the Gross Amount is a negative value. This improves the penny rounding logic for Brazil-specific transactions with Document Rounding settings enabled when processing negative gross amounts.
Oil & gas: Country direction evaluation for interstate scenarios (400461)
For Interstate scenarios, Determination now evaluates the Direction as Intrastate instead of Import and Export, improving the accuracy of the OLTM match for U.S. Federal authorities in Origin and Destination states. All other OLTM attributes such as POTT, Bulk, Origin Registered, and Destination Registered remain unchanged.
Oil & gas: Excise tax types in custom operating license workflow (1435560)
Two new Tax Types (Excise Exempt (EXE), and Excise Suspension (EXS)) that were added in the 2025.02 release are now available when creating a Custom Rule and Custom Operating License Mapping.
Oil & gas: Motor fuels – Excise already paid indicator enhancement (1487802, 1514806)
Determination now uses the Excise_Already_Paid indicator that was introduced in version 2025.02 for Motor Fuel transactions in the European Union (EU). When the Excise_Already_Paid indicator is set to Yes on an EU transaction for the excise duty previously paid, Determination returns not liable results for Excise authorities, includes this information in the tax response with a clear “true” value, and ensures no duplicate calculation. When the Excise_Already_Paid indicator is set to Yes, Determination applies increased precision to motor fuel transactions where excise duty has already been paid—improving compliance with EU tax regulations. We’ll be providing the ability to override the Excise_Already_Paid indicator using a TransEditor in future releases.
Oil & gas: new tax types (1581008, 1565832)
For Motor Fuel Excise tax transactions in international countries (excluding the United States), new tax types are available for when you create your own custom operating license mapping and custom rule.

Oil and gas: Canada operating license types are available for Canada operating licenses (1643541)
You can now view all Standard Content Operating License Types when selecting Canada as the country and any province associated with Canada during the operating license assignment process.
Save taxable city data in audit database (1279508, 1454167)
In previous versions, when tax call requests contained post code, +4 ZIP Code along with state and county data for cities with 3-character names, the Taxable City was not correctly recorded in audit. We have enhanced Determination to now record the Taxable City in the audit database accurately when processing tax calls and auditing transaction results using SOAP, REST, or Model Scenarios.
Using delivery term EXW no longer returns failed to calculate tax error (1363657)
In previous versions, there was an issue where a transaction using EXW (Ex Works) Delivery Terms was incorrectly generating a FAILED_TO_CALCULATE_TAX error for U.S. to Canada exports. Determination now properly processes these transactions, applying the US - UNITED STATES EXPORT authority with the corresponding jurisdictional message: USSG157: No U.S. sales or use tax applies to exports.
EU intra-community transactions correct jurisdictional message (1578071)
In previous versions, there was an issue where a transaction using EXW (Ex Works) Delivery Terms and the Point of Title Transfer (POTT) was In Transit (I) was incorrectly generating a FAILED_TO_CALCULATE_TAX error. Determination now properly processes these transactions, returning the proper tax treatment for EU cross-border transactions in accordance with intra-Community acquisition regulations and the jurisdictional message: EUBG7: Zero-rated Intra-Community acquisition in Ship From location.
Seller VAT registration number now correctly being applied to default services (1551042)
In previous versions, for Default Services tax treatments, there was an issue where the Buyer VAT Registration Number was incorrectly being provided as the Seller's VAT Registration Number in the Determination tax response output. This issue was specific to when the Company Role equaled Buyer, and the Seller's Registration Number was maintained in Determination. Determination now correctly handles these scenarios and no longer provides the Buyer's registration number as the Seller's registration number in the output.
VAT registration format (1554182)
Determination now properly accepts valid VAT registrations in multiple formats, including those with country code prefixes (for example, PL1234567890), those without country code prefixes (for example, 1234567890), and those with special formatting (for example, 892-23-17-457).
U.S. standard authority duplication fix (1466647)
In previous versions, the Company Admin Option: Evaluate US Custom Authorities Past Zone Termination was causing duplicate line taxes for standard authorities. Determination now applies this company option to only custom authorities, preventing duplication for standard authorities like TX - State Sales/Use Tax.
TransEditor descriptions are now included in Excel file download (1159825)
You can now view TransEditor Descriptions when exporting TransEditor Groups to Excel. This improvement ensures that the View in Excel function includes all relevant information, enhancing the usability and completeness of exported data.
Model scenarios: all delivery terms now available (1311873)
You can now use all Delivery Terms in Model Scenarios, including 3 that were previously missing: Common Carrier (CMN), Common Carrier FOB Destination (CMD), and Seller’s vehicle (SVH).
Custom units of measure now available (1516259)
You can now use Custom Units of Measure (UOM) consistently across Parent and Child Companies, making them visible and accessible in relevant areas regardless of company hierarchy. This improves UOM visibility and functionality, allowing seamless use in Model Scenarios and UOM configuration pages, even when different custom data providers are set up for INTL and U.S., while maintaining existing UOM functionality.
TransEditors: line-level registration not overridden (1520921, 1545331)
In previous versions, the line-level VAT registration number was overridden with the invoice-level registration number whenever a TransEditor established the registration numbers, impacting both the SELLER_ROLE and BUYER_ROLE attributes. Determination has been enhanced, and line-level registration numbers are now preserved as expected during processing.
VAT group registrations now provide all transaction types (1319267)
Determination introduces an All Transactions option in the VAT Group Registration dropdown, providing consistent options across transaction types.
Tax jurisdiction date 01/01/1900 now available (bug 1509115)
In previous versions, Determination incorrectly evaluated the date of 01/01/1900 in the Tax Jurisdiction Registration feature. This issue has been resolved in this release.
Incorrect registrations applied (1537242)
We've updated how our system handles multiple valid registrations in requests. This change ensures consistency with our latest OnPrem version.
When multiple valid registrations are provided in a request, the system will now print the first valid registration that gets matched, rather than printing the last match.
There is no change to the existing registration mask validation. All current validation rules and formats remain in place.

Known issues

Incorrect taxable basis (1441450)
We've identified a calculation issue where tire fees were incorrectly being multiplied by quantity when determining tax basis for secondary authorities. We will correct this issues in a future release.
