UltraTax CS uses this field to determine if direct deposit or a debit card is allowed. According to the Illinois Department of Revenue, first time Illinois filers must receive a paper check. The Illinois Department of Revenue defines first time filers as those individuals who have never filed an IL-1040 tax return.
