Transition to Bring Your Own (M365) License

Transition timeline

Starting in May 2026, Thomson Reuters will begin phasing in M365 Office applications across all Virtual Office CS and SaaS firm environments. The rollout will happen in stages and is expected to be fully completed by August 31, 2026. Your firm’s transition to the new environment will occur during a standard maintenance window, minimizing any downtime.

If your firm uses Hosted Exchange, migrating existing emails to your new provider may take additional time.

Advance notice

Your firm will be given at least 1 month’s notice prior to being transitioned to the VO/SaaS environment with M365 Office applications. However, if your firm chooses to participate in the Pilot Program or Standard Adoption Period, the notice period may be shorter.

Required action

No action is required if your firm doesn’t currently access Microsoft Office applications in your Virtual Office CS/SaaS (VO/SaaS) environment and/or doesn’t want to maintain this seamless integration and access.
If your firm does currently access Microsoft Office applications in your VO/SaaS environment and does want to maintain this seamless integration and access, your firm will need to work with a Microsoft Cloud Solution Provider in advance of May 2026 to purchase and maintain its own Microsoft 365 (M365) subscription for one of the following supported licenses:
  • Business: M365 Business Premium
  • Enterprise: M365 F3, M365 E3, M365 E5, M365 Apps for Enterprise
If your firm is a Hosted Exchange customer, your firm will need to work with a Microsoft Cloud Solution Provider as soon as possible to purchase and maintain its own Microsoft 365 (M365) subscription to ensure your firm has access to email as well as to maintain seamless integration and access to Microsoft Office applications in your VO/SaaS environment.
Support for VO/SaaS Hosted Exchange will end on

Deadline

To comply with upcoming changes, your firm will need to purchase a supported Microsoft 365 (M365) license no later than
July 31, 2026
to transition to the new Bring Your Own License (BYOL) model before the August 31, 2026 program deadline. We recommend transitioning as soon as possible to ensure a smooth experience. You have several options for making the switch:
  • Join the pilot program
    :
    Get early access by participating in our pilot launch starting post fall tax extension season in October 2025. Spots are limited. If you're interested, go to this form to sign up.
  • Standard Adoption period
    :
    Move over during our Standard Adoption window, which runs from May 1 to July 31, 2026. We’ll provide more details and specific timelines next year.
  • Final Migration
    :
    If you haven’t switched earlier, your firm will be transitioned to M365 Office applications in August 2026. More information and exact dates will be shared in the future.
Transitioning early will help ensure everything goes smoothly.

Active M365 license

If your firm’s active M365 subscription is for one of the following supported licenses, users will be able to apply their credentials to maintain seamless integration and access with Microsoft Office applications in your Virtual Office CS/SaaS environment post-rollout:
  • Business: M365 Business Premium
  • Enterprise: M365 F3, M365 E3, M365 E5, M365 Apps for Enterprise
If your firm’s active M365 subscription is for M365 Business Basic or M365 Business Standard licenses, you will need to work with your current Microsoft Cloud Solution Provider to upgrade to one of the following supported licenses:
  • Business: M365 Business Premium
  • Enterprise: M365 F3, M365 E3, M365 E5, M365 Apps for Enterprise
M365 Business Basic and M365 Business Standard licenses limit device access and don’t support shared computer activation, which is necessary for Virtual Office and Software as a Service environments.

Require a M365 license

If your firm doesn't have an active Microsoft 365 (M365) license subscription, your firm can purchase one of the following supported licenses directly from Microsoft or through a Microsoft Cloud Solution Provider (a third-party vendor):
  • Business: M365 Business Premium
  • Enterprise: M365 F3, M365 E3, M365 E5, M365 Apps for Enterprise
Keep in mind, Microsoft Cloud Solution Providers often offer discounted pricing.

Locate a Microsoft Cloud Solutions provider

To purchase and manage your own subscription for a supported license, you'll need to work with a Microsoft Cloud Solution Provider or directly with Microsoft.

Utilize M365 license in VO/SaaS

After your firm’s VO/SaaS environment is updated to M365 Office applications, users will need to enter their unique M365 credentials the 1st time they open any Office application. Once signed in, they’ll have full access to all M365 Office applications without needing to sign into each unique application.

Hosted Exchange domains

Thomson Reuters has stopped creating
new
email domains in the Virtual Office CS and Software as a Service environments. You can continue creating new user email addresses for
existing
domains in these environments until support ends on
August 31, 2026

Migrate Hosted Exchange data

You have 2 options to migrate your Virtual Office CS Hosted Exchange data:
Thomson Reuters managed migration service (recommended)
Thomson Reuters will work directly with your firm or technology partner to migrate your email mailboxes into your Microsoft 365 service. This migration will be facilitated through dedicated migration tools. These are industry-leading tools specifically designed to streamline the transfer of Exchange data.
  • This service will be provided at no additional cost.
  • We strongly recommend this Thomson Reuters-Managed Migration Service for a smooth migration experience.
  • We’ll release step-by-step instructions in alignment with our migration schedule:
    • Pilot Firms: November 2025
    • Standard Adopters: April 2026
Non-Thomson Reuters managed migration service
If your firm works with a Microsoft Cloud Solution Provider (CSP) that prefers to use an alternative method, Thomson Reuters will support controlled use of other migration tools (via Exchange Web Services) to move mailbox data.
  • Your Microsoft Cloud Solution Provider may charge for this service.
  • Thomson Reuters can't provide support beyond enabling the connection of the partner migration tool within an approved security configuration.
  • Thomson Reuters can't provide your CSP with direct access to our Exchange environment or install any 3rd party software.
If your firm doesn’t want to migrate or retain your email mailboxes then no action is required. All Hosted Exchange mailboxes will be securely deleted when the service sunsets on August 31, 2026.

Impact of no M365 license

If you don’t have the required M365 license when your firm’s VO/SaaS environment is updated, the use of Microsoft Office applications within the environment will be disrupted. Disruptions include but are not limited to the inability to create or edit Excel spreadsheets, send or receive emails through Outlook, and access other essential productivity tools. Securing a supported M365 license will ensure uninterrupted access and help you maintain your workflow.

Impact on monthly Web Services billing

  • Virtual Office CS (VO)
    firms will be transitioned to the “CS Professional Suite applications Only” (per portal, per month) billing model when your firm’s VO environment is updated to Microsoft 365 Office applications. These transitions will take place in phases between May and August 2026, and billing will be adjusted to reflect the change at the time of each transition.
  • For
    Software as a Service
    firms, the current per profile, per month pricing structure will be updated starting June 1, 2026.
  • If your firm uses
    Hosted Exchange
    , these charges will be removed from your monthly bill once all Exchange data has been fully deleted from the Virtual Office CS/SaaS environment.

Virtual Client Office licensing requirement

If your firm’s clients use any Microsoft Office products within Virtual Client Office, including Outlook, they’ll need to purchase or upgrade to one of the following supported licenses:

  • Enterprise: M365 F3, M365 E3, M365 E5, M365 Apps for Enterprise
