Solution
Users need to be given full control over the following registry folders and all descendants:
- HKEY_CURRENT_USER\Software\Classes
- HKEY_CURRENT_USER\Software\Microsoft\Office
- HKEY_LOCAL_MACHINE\Software\Classes
- HKEY_LOCAL_MACHINE\Software\Microsoft\Office
