Committed Function
Relevance:
Variable occurrences within this function do not contribute towards the overall relevance of those variables.
Consequently, such variables must occur in at least one other context for them to be considered relevant.
Description:
Test if the variable is committed.
Returns true if the variable has a value and that value is committed, and returns false otherwise.

This function is non-evaluable if the variable does not exist in the dictionary.
