Go to

Tax Forms

, and open the Calendar Year Return
folder.

Expand the Credits
folder and select Form 31

In Part I
, ensure there is a value greater than 0 on Line 10
.

If the form doesn't print, check if it's suppressed:

Go to the Organizer
, States
, New Jersey
, and select Return Options
.

In the Print Suppression section, make sure the checkbox for Form 315
is cleared.
