This validation error occurs when e-filing California Form 565 Schedule Q because the partnership return doesn't have enough partners. A partnership return requires at least 2 partners.

Solution
- Go to to confirm it's populated with at least 2 partners.
- If needed, go to to add a new partner.
- Do a full recompute, then recreate the e-file.
