This error occurs when e-filing a Utah 1065 return with foreign partners who don't have a state/province entered in their address information.

note
If you have multiple foreign partners, check each partner's address. The diagnostic only clears when the foreign state/province is populated for all foreign partners. If a valid state/province can't be entered, you'll need to paper file the return.
