Solution

  1. In the TopCon return, go to
    Tax Forms
    States
    California
    Combined Returns/Combined Apportionment
    .
  2. Enter an amount or NONE for line 1, column b, total sales within California.
  3. Perform a full recompute, then recreate the e-file to clear the diagnostic.
