This happens when the there's an issue with the efile payment method.

Error message

Create estimates 4th quarter XML electronic filing process is completed. Validation is not processed.

Solution

  1. In Organizer, go to
    States
    ,
    California
    , then
    e-file
    .
  2. Open
    Additional Information
    .
  3. In
    e-File Payment Method
    , select or switch to
    Use Form 8453 BE(PMT)
    .
  4. Recreate Quarter 4.
  5. Change
    e-File Payment Method
     back to
    None Selected
    .
  6. Do a full recompute, then recreate the e-file.
