If line 12 has no value, then line 13 should match line 10.
note
You need to remove any overrides on lines 10, 12 or 13.
Do a full recompute, then recreate the e-file.

.
In the Compute Options section, select
Unistate corporation
(this suppresses Form 500 Page 2m line 11 and Form 511/510, line 31/3b).
Do a full recompute, then recreate the e-file.

In the Apportionment Method section, cancel the selection
Apportionment Factor is Zero
