Solution

  1. Go to
    Organizer
    ,
    States
    ,
    State and City Activation
    , and then
    State and City Activation
    .
  2. Find
    New York
    ,
    column E
    , and change Parent to Single or Subsidiary.
  3. Create the e-file.
  4. Once the return qualifies, change New York back to
    Parent
    .
  5. Perform a full re-compute, re-create the e-file, then submit.
