  1. Where can I get the official information regarding the Steel Melt and Pour Requirements?

  3. What is the data that is found in the new Steel options?
    • ABI: These are parts with potential HTS numbers on any entry summary in New, Hold or Revalidate status.
    • FTZ: These are parts with potential HTS numbers on any un-generated (unprinted) 7501.
    • Steel – NPF and PF Components
      • For parts not manufactured in the zone and shipping as itself or PF components of manufactured parts.
    • Steel – NPF Manufactured FG
      • For zone manufactured Finished Good parts where the Finished Good is classified with the impacted HTS and have NPF components under it with the impacted HTS. The FG HTS is what is reported, but we will show you all the NPF/PF components under it with the impacted HTS to help you research what you need to report.
  4. I am seeing parts on an entry in my new menu option that I do not need to provide data to US Customs, why is it showing in the option?
    These are new requirements initiated by the US Government. CBP provided very broad guidance on what needs to be filed and there are many open questions out with CBP on the details of the requirements. Until we know more about these requirements, we provided every potential possibility given by CBP on if something could be filed. Just because an item is listed in the option, doesn’t mean you are required to report the new data elements.
    You know your products best and will have the best knowledge on if you should file. We did not want to limit or hinder your filing ability, so simply fill out the information on the ones you know you need to file and leave the others blank if you know you do NOT need to file. We will not stop you from filing without the data or force you to file any of the new data elements at this time. In the future as we learn more about these requirements, we will narrow the scope and provide validations around verified requirements.

    The Country of Melt and Pour Applicability Code on the submitted Steel Melt and Pour Country Detail (Importer's Additional Declaration type of '08') is not allowed for submitted HTS Number or Country of Origin. An HTS Number associated with Primary Steel requires a Country of Melt and Pour Country Code.
  6. Why did you not validate my Entry Summary/7501 to tell me I was missing the Steel Melt and Pour information before CBP rejected the entry?
    These are new requirements initiated by the US Government. CBP provided very broad guidance on what needs to be filed and there are many open questions out with CBP on the details of the requirements. Until we know more about these requirements, we did not want to force you to file any information and potentially hold up your ability to file. In the future as we learn more about these requirements, we will provide validations around verified requirements.
  7. I need to fill out/correct data for an Entry Summary/7501 but my data is not available on my entry. What do I do?
    • If it is an ABI-01 Entry Summary, the entry must be in New, Hold or Revalidate status. Simply go to your entry summary and re-save it to put it into a Revalidate status.
    • If it is an FTZ 7501, the entry must be unprinted. Simply go to your 7501 and unprint the 7501.
  8. I filled out the new menu items, but I still got rejections from CBP because I was missing the Steel Melt and Pour. Why is that?
    • If you are a self-filer, they should have automatically transmitted to CBP. Please ensure that the lines that are rejecting were filled out correctly. If they were, please contact support for assistance.
    • If you are a broker filer:
      • If you are using a non-standard, custom broker interface, and have not completed an SOW to have the interface updated with your broker, the data will not automatically transmit to your broker.
      • If you are using the TR standard ACE CATAIR broker interface, the data will automatically transmit to your broker if you filled out the new menu. Please check with your broker to see if they updated their process to receive the new CATAIR interface changes.
  9. Why do I need to fill out the information at the time of the 7501 filing instead of when I receive the goods into my FTZ?
    CBP initiated these requirements in a very short window of time. As a phase I to meet the go-live filing date, we provided functionality at the time of Entry Summary/7501 filing. As a phase II, in the future, we will provide new functionality that will allow you to capture the information at the time of receipt. It will then follow your product through the FTZ life cycle on your Entry Summary/7501 filing. We will provide you with information on when that new functionality will be available.
  10. I am an FTZ filer that files through a broker using a non-standard, custom broker interface. Why am I being told I need an SOW to update my interface when this is a government required change?
    If you are utilizing a non-standard, custom broker interface to send data to your broker, the specifications for that interface belong to your broker. We developed that interface according to your broker’s specifications and we are unable to alter that format without updated specifications from your broker. Once the changes are made, you will need to test that the updated interface works properly with your broker. An SOW is required for the testing environment and an implementation team to support the update.
