The next tab is
Origin
, which displays sub-tabs for
Origin Rules, Origin Binding Rulings
, and
Marking/Labeling Rules
. The Origin Rules sub-tab is divided into two grids:
Grids
Description
General Rule
The General or Standard Country of Origin Marking Rule(s) associated with given HS Number(s) based on the country or tariff schedule being searched.
Specific Rule
The specifically agreed-to or negotiated Country of Origin Marking Rule(s) associated with given HS Number(s) based on the country of the searched tariff schedule.

Origin Binding Rulings

The
Origin Binding Rulings
sub-tab displays the Country of Origin and Marking Binding Rulings associated with the fully qualified HS Number. It should be noted that only Country of Origin and Marking Rulings are visible on this tab. Classification Rulings can still be found under the “Rulings” tab.
The
Origin Binding Rulings
sub-tab reflects the number of Binding Rulings returned for the fully qualified HS Number. Clicking the hyperlinked Binding Ruling HS Number opens a pop-up displaying the full text of the Binding Ruling.
Note that all information displayed on this pop-up comes directly from the government, including the following detail information:
Detail information
Description
Binding Ruling Reference Code
The government-issued reference code.
Tariff Schedule
The tariff schedule associated with the binding ruling.
Binding Ruling HS Number
The HS Numbers associated with the binding ruling.
Other Potential Rows (if available from government)
Classification Ruling, Classification, Description, etc.
Rulings can be printed by clicking the link at the top right corner. The bottom of the screen contains a navigation bar to help navigate sections or to the top of the screen.
Country of Origin and Marking Binding Rulings often do not have HS Numbers associated with them. The
Origin Binding Rulings Advanced Search
feature allows you to search for Country of Origin and Marking Binding Rulings.
This screen is built on the same framework as the
Global Tariff Advanced Search
screen but has been scaled down to specifically search for Origin Binding Rulings that deal with Country of Origin and Marking.
Either an HS Number, a partial HS Number, or a common language search term can be entered into the
Description
field. The three available search options include:
  • Match Entire Phrase
  • Match All Word(s)
  • Match Any Word(s)
In the result set returned, the description search term is highlighted in yellow for each Binding Ruling result. The result set can then be filtered based on an additional term by entering a
Filter Result Description
, selecting one of the following filter options, and clicking
Apply Filter
.
  • Contains
  • Does Not Contain
  • Starts With
  • Ends With
Where found, the filter result description term will be highlighted in yellow in each Binding Ruling Result.

Marking/Labeling

Marking/Labeling
is data pertaining to information and mechanics specifications needed for labeling products.
The
Industry Marking/Labeling
sub-tab displays Marking/Labeling data not associated with a specific HS Number by the government. This sub-tab includes a grid called “Industry”. Clicking the arrow on the left-hand column of the grid allows you to review the details of the marking and labeling requirements.
The
Industry
grid contains information such as Regulation, Products Covered, Label Requirements, Mechanics of Labeling, General Labeling Provisions, Label Statements, Standard Labeling Format, Bar Code label requirements, Bar Code label requirements exceptions, Bar Code content, and other appropriate categories.
For
Marking
, the following fields are displayed: Regulation, Articles subject to marking, General Provisions, Content excepted from marking, Containers or Holders Marking, Exceptions for Marking Requirements, J-Lit Exceptions.
The grid can be filtered by industry to identify specific regulations for a selected HS Number. This tab defaults to showing Marking/Labeling specifications mapped to chapters related to the industry of the HS Number being searched.
To see all Marking/Labeling specifications possible a specified tariff, check the
Show All Industrie
” box in the top left of the tab. The grid can be filtered by industry to specific regulations for a selected HS Number.
