Rulings

The
Rulings
 tab displays any Rulings issued for a selected HS Number. Binding Rulings are sometimes known as CROSS or EBTI. Note that Global Trade Content does not maintain all Binding Rulings.
For a list of countries for which Bindings Rulings are maintained, please contact your Thomson Reuters account representative. This information is also available in a separate screen, which is helpful for users without a subscription to Global Tariffs Content.
Users with the appropriate subscription have access to this information via the
Global Tariffs Detail
 screen’s
Rulings
 tab, and the
Rulings
 screen on the
Content
 menu. See more details on navigating the screen here.
The
Rulings
 tab has one grid, which displays any rulings issued for the specific HS Number, and includes the following elements:
Grid elements
Description
Binding Ruling HS Number
The HS Number associated with the ruling. Sometimes a partial HS Number is referenced and may also be displayed.
Binding Ruling Reference Code
The government-issued ruling reference code.
Binding Ruling Description
Short text describing the ruling.
Issue Country
The country that issued the ruling.
Effective Date
The effective date of the ruling.
Expiration Date
The expiration date of the ruling. After this date passes, this ruling will no longer appear on the screen.
If a European Union (EU) HS Number is being reviewed, the screen displays rulings issued for any EU Country, not just the country the user may be referencing. Use the Issue
Country
 column filter to narrow down the search.
If you click on the hyperlinked Binding Ruling HS Number column on the
Binding Rulings
 grid, it will open a pop-up with the detail information on this specific ruling. Note that all information displayed on this detail pop-up comes directly from the government. The pop-up displays the following detail information:

Description
Binding Ruling Reference Code
The government-issued reference code.
Tariff Schedule
The tariff schedule associated with the binding ruling.
Binding Ruling HS Number
The HS Number associated with the binding ruling.

To print a ruling, click
Print
 on the top right corner of the screen. The bottom of the screen contains a navigation bar to help you go from section to section or to the top of the screen.
