HS Extracts | Applications |

HS Description UOM | The HS Description Extract is used to provide the list of HS Numbers, Descriptions and Reporting Unit of Measures for a given tariff schedule. It will provide the descriptions of a tariff schedule in both English and Native Language of the country. It will also indicate if an HS Number is fully qualified (able to be declared to the government) and provide the reporting units of measure at an HS Number level. |
Country Group | The Country Group Extract is used to define what countries are part of a country group. For example, the European Union is considered a country group with multiple countries associated to it. This extract is linked to the HS Description, Charges and Related Controls extracts. It allows for data to be sent once for a country group and used for all the countries within that group. |
Charges | The Charges Extract is used to provide a list of charges that could apply based on a tariff schedule, HS number, Country of Origin and Country of Destination. This includes all types of Duty Rates from Main, Preferential, ADD/CVD; VAT, GST Rates; and Other Import and Export Charges. The “Charges_CountrySpecific” extract provides information about charges at the product or country level. The applicability of the charge should be reviewed based on the product description. |
Related Controls | The Related Controls extract is used to provide a reference to the over 2 million import/export controls that are maintained within Global Trade Content. These controls can be related to specific restrictions on HS Number or apply to an entire country. Some countries may refer to these controls as OGAs or PGAs. The extract will have HS Number, Control Type, Control, Use (Import or Export), Description of Control, Applicable Country list and the Agency that applies this control. |
Rulings | The Rulings Extract is used to provide a reference to the Binding Rulings that are maintained within Global Trade Content. This extract will indicate the Ruling type (Classification, Origin or Valuation), Issue country and description of the Ruling. |
Commercial Documents | The Commercial Documents Extract is used to provide a list of commercial documents that could apply to a specific Import or Export Country. The commercial documents indicate the Transportation, Financial or Customs documents that might apply to a given country at the Import or Export level. This extract will also provide a link to a sample document within the OneSource Global Trade system. Clients can choose to implement this document sample link using SSO if interested. |
Tariff Changes Manager | The Tariff Changes Manager extract provides a comprehensive list of tariff changes to a given tariff schedule. This extract type includes the type of change, impacted HS numbers, and replacement HS numbers when applicable. |
Additional Code | The Additional Code extract provides additional codes for a given tariff schedule and HS number. This extract assists users by providing any additional mandatory or conditional information needed for filing by including flags to indicate where the additional code must be filed. |

1. Format of file | Pipe-delimited file with .txt extension. |
2. Frequency for extracts to be sent | The initial data extraction will provide a complete set of records, followed by "delta" extracts that include new, modified, or deleted records since the last extraction. The timing of these extractions can be tailored to daily, weekly, monthly, quarterly or yearly to suit client requirements. |
3. Size of file | Files are organized by file type, for e.g. HS Description, Charges, Related Controls, etc. and are further organized by the tariff or regulation list and then by the number of records. While there is no strict size limit for the files, we typically limit the number of records in a file to 5,000 or 10,000, depending on the file type and configuration settings. However, the record limit does not necessarily dictate the file size, as some records may contain more notes, descriptions, etc., which can increase the overall file size. |
4. HS Description UOM extract: Availability of HS numbers and descriptions from 2-digit, 4-digit, 6-digit to the final HS code | The extract provides the HS numbers and descriptions at every level of the tariff classification hierarchy, from the 2-digit chapters to the complete HS code. |
5. HS Description UOM extract: Source HS description without an HS number assigned | At times, the source provides the tariff nomenclature descriptions without associating them to a specific HS number to assist with classification. In such cases, to help users clearly understand the classification level, an HS number and a sort order are assigned in the extract. |
6. Country Group extract: Purpose of Country Group Code extract | The Country Group extract is used to interpret country codes that are part of a group (with more Purpose of Country Group Code extract than 3-digit code) in the HS Description, Charges, Related Controls and Tariff Changes Manager extracts. For e.g., the code EUG for the European Union which includes countries such as Germany, France, Spain, etc. will be listed with the 2-digit country codes in the Country Group extract. The “Allowable” flag marked as either ‘Y’ or ‘N’ in the extract indicates whether a country is applicable or restricted within the context of a given CountryGroupCode: Allowable = ‘Y’ means the charge is applicable to the listed countries. Allowable = ‘N’ means the charge is not applicable to the listed countries, but it applies to all other countries. |
7. HS Description, Charges, Related Controls: Parent-Child tariffs | For countries that are part of a group (for e.g. EUG, EAEU, etc.) and adopt the tariff schedule of the parent tariff, the HS Description, Charges and Related Controls extracts will be sent under the "TariffId" and "TariffSchedule" of the parent tariff. The Country Group Code extract should be used to determine the applicability of the HS numbers, Charges or Controls at the parent or child level by analyzing the "CountryCode", "ImportGroupCode" or “ControlCountry” columns, of the HS Descriptions, Charges and Related Controls extracts, respectively. Country-specific charges that are applicable to a country will be sent under the “TariffId” and “TariffSchedule” of the child tariff in the “Charges_CountrySpecific” extract. |
8. Charges extract: HSNumber column with blank field | The “Charges_CountrySpecific” extract provides information about charges at the product or country level. The “HSNumber” field is blank as the charge does not correspond to any HS number. The applicability of the charge should be reviewed based on the product description found in the “ChargeDetailTypeDescription” column. |
9. Charges extract: FormulaTypeCode “NOTE” | If the “FormulaTypeCode” is set to “NOTE”, both the “Formula” and “Rate” fields will be blank. Further information about the charge and any relevant rates can be found in the "Note" column. This is because the complexity or detailed nature of the rate prevents it from being displayed separately in the "Rate" column. |
10. Charges extract: Multiple charge records for same the ChargeId | The Charges extract will show multiple records (rows) for the same "ChargeId" if there are multiple tariff notes. All the data in the fields will be identical, except for the information in the "Note" column. Similarly, a charge that has multiple Excluded Countries will appear as multiple records in the Charges extract. In this case, all the data in the fields will be identical except for the information in the "ExcludedGroup" column. |
11. Related Controls: HS Number column with 00 | In the Related Controls extract, the "HSNumber" column marked with '00' indicates a country-level control. The applicability of the control should be reviewed by referring to the product description found in the “ControlDescription” column. |
