Standard Declaration Export

An import declaration encounters technical or functional errors and is rejected.
DMS accepts the import declaration and does not select the goods for control. The credit balance for the deferred payment (monthly credit) appears to be insufficient. The system does not release the goods until it has determined that the balance has been increased and is sufficient.
DMS sends one or more reminders (configurable) after the term has expired for the credit to be increased. When DMS has received a signal from the “Inning” process that the credit has been increased and determined that it is sufficient, it sends a final release notification to the declarant.
DMS accepts the import declaration and does not select the goods for control. The declarant receives an invitation to pay, with a payment reference for the cash payment if the monthly credit is not used. When DMS has received a signal from the “Inning” process that the cash payment has been made and determined that the payment is adequate, it sends a final release notification to the declarant.

Control Process Import

DMS accepts the import declaration and selects the goods for a release-blocking* control and sends a notification with the control decision (IE460). ** The customs officer can request additional documents from the declarant, which are required for the execution of the control (also with IE460). If documents are requested with the message IE460, a timer will start. After the term has expired, DMS sends one or more reminders (configurable). The Declarant provides the requested documents (IE446). *** Customs terminates the control without changes (No verification results that deviate from the entries in the initial declaration) and issues a final release (IE429 - CLE).
* Release-blocking checks are physical checks, but also document checks that customs must perform before they can release the goods. The latter is possible, for example, when checking documents relating to prohibitions and restrictions.
** In case of reselection (s), multiple IE460's can follow with a control decision.
***The Declarant can submit multiple IE446’s if needed.
DMS accepts the import declaration and selects the goods for a non-release blocking* control and sends a notification with the control decision (IE460) ** and releases the goods (IE429 - ROG). The customs officer can request additional documents from the declarant, which are required for the execution of the control (also with IE460). If documents are requested with the message IE460, a timer will start. After the deadline, DMS sends one or more reminders (configurable). The Declarant provides the requested documents (IE446). *** Customs terminate the control without changes (No verification results that deviate from the entries in the initial declaration) and issues a final release (IE429 - CLE).

DMS accepts the import declaration and selects the goods for a release-blocking control and sends a notification with the control decision (IE460). The customs officer can request additional documents from the declarant, which are required for the execution of the inspection (also with IE460). If documents are requested with the message IE460, a timer will start. After the deadline, DMS sends one or multiple reminders (configurable). The Declarant provides the requested documents (IE446). ***
Customs will release the goods in advance of the inspection results (IE429 - ROG), for example in the situation where samples of goods have been sent to the customs laboratory for analysis and there is no reason to hold the goods longer. Upon receipt of the results from the laboratory, Customs will close the check with changes (verification results that deviate from the entries in the initial declaration) and issues a final release (IE429 - CLE). The changes are included in the NLAMD message.

DMS accepts the advance declaration and selects the goods for a release-blocking control and sends a notification with the inspection decision (IE460) prior to acceptance of the declaration if the declarant has an AEO authorisation. After submitting the Presentation Notification (IE432) DMS accepts the declaration. In case of reselection (s), multiple IE460's can follow with a control decision.
In addition the customs officer can request additional documents from the declarant, which are required for the performance of the inspection (also with IE460). If documents are requested with the message IE460, a timer will start. After the term has expired, DMS sends one or more reminders (configurable). The Declarant provides the requested documents (IE446). ***
Customs terminates the control without changes (No verification results that deviate from the entries in the initial declaration) and issues a final release (IE429 - CLE).

DMS accepts the advance declaration and selects the goods for a release-blocking control and does not send a notification with the control decision (IE460) prior to acceptance of the declaration, because the declarant does not have an AEO authorisation in this example scenario. After submitting the Presentation Notification (IE432), DMS accepts the declaration. Based on the selected goods, DMS sends a notification with the control decision (IE460).

The NLRFI will also be used as a reminder if the declarant did not provide the requested information with the NLCRI. After that, the declarant provides invalid information (NLCRI) and receives an IE456 with an error message. The declarant corrects the error and then provides valid information with a NLCRI and receives a NLRCV. Customs assesses the information provided and terminates the control with changes (verification results that deviate from the statements in the initial declaration). DMS issues a final release (IE429 - CLE). The changes are included in the NLAMD message.

Customs assesses the information provided and provisionally terminates the control with changes (verification results that deviate from the statements in the initial declaration). DMS issues a provisional release (IE429 - ROG) pending final control results. The changes are included in the NLAMD message.
After receipt of the final results (for example of the laboratory examination), the customs records its control findings and again requests information from the declarant (NLRFI). The declarant then provides valid information with a NLCRI and receives an NLRCV. Customs assesses the information provided and terminates the control with changes (/verification results that deviate from the statements in the initial declaration). DMS issues a final release (IE429 - CLE). The changes are included in the NLAMD message.

In case of release-blocking control results (for example, in case of control findings related to prohibitions and restrictions, or in the absence of documents required for entry or release for the customs procedure), the customs will not release the goods. In this case DMS sends an IE451.

DMS accepts the import declaration and no goods are selected for inspection. The goods are released with an IE429 (ROG) pending the granting of the requested tariff quota. The requested critical tariff quota has been partially allocated, causing DMS to split the Goods item concerned. DMS sends an NLAMD notification of the changes made on the basis of the allocated and non-allocated part of the quota. An NLTAX is sent with the calculated debt based on the fully or partially allocated quota. DMS also sends a final release IE429 (CLE).

Advance Declaration Import

An IE456 follows a Presentation Notification (IE432) in the following situations:
  • The IE432 message contains validation errors. The declarant can then correct the error by re-submitting a valid IE432.
  • The declaration appears to contain validation errors when submitting IE432. DMS then rejects the declaration. It is therefore no longer possible to submit a new IE432.
If the declarant has not submitted a valid Presentation Notification within the 30-day period, DMS will reject the declaration.
DMS accepts advance declaration and does not select the goods for control. After submitting the Presentation Notification message (IE432), DMS accepts the declaration and again does not select the goods for control. Final release follows.

Supplementary Import Declaration

DMS accepts the simplified declaration* and does not select the goods for control. A provisional release (IE429 - ROG) follows pending the supplementary declaration. The supplementary declaration encounters technical or functional errors and is therefore rejected. After receipt of a valid supplementary declaration (IE415 with type "X" or "Y"), DMS sends an NLRCV and issues a final release.
*In addition to a simplified declaration (type "B" and "C"), you can also be made of the simplified advance declaration (type "E" and "F"). See section 3 for the advance declaration.
DMS accepts the simplified declaration* and does not select the goods for control. A provisional release (IE429 - ROG) follows pending the supplementary declaration. After the expiry of the deadline for submitting a supplementary declaration, the customs will finalise the declaration. If the latter is accompanied by changes in the declaration (for example, in the event of a change in the preference code to "100" if preferential documents are not submitted in time), the declarant will receive a NLAMD.
*In addition to a simplified declaration (type "B" and "C"), you can also be made of the simplified advance declaration (type "E" and "F"). See section 3 for the advance declaration.

Invalidation Process Import

DMS accepts the advance declaration and does not select the goods for control. After receiving a valid message with the request to invalidate the declaration, DMS sends an NLRCV. Customs can then take two positions on the request:
  • If the request is rejected, the declarant receives an IE456.
  • When granting a request, the declarant receives an IE410.
DMS accepts advance declaration* and does not select the goods for control. After submitting the Presentation Notification (IE432), DMS accepts the declaration and again does not select the goods for control. After receiving a valid message with the request to invalidate the declaration, DMS sends an NLRCV. Customs can then take two positions on the request:
  • If the request is rejected, the declarant receives an IE456.
  • When granting a request, the declarant receives an IE410.
* This scenario is the same for the standard declaration after acceptance of the declaration.

Change Declaration Import

DMS accepts advance declaration and does not select the goods for control. After receiving a valid message with the request to change the declaration, DMS sends an NLRCV. Customs can then take two positions on the request:
  • If the request is rejected, the declarant receives an IE456.
  • When granting a request, the declarant receives an IE404 and an NLAMD with confirmation of the changes.
DMS accepts advance declaration* and does not select the goods for control. After submitting the Presentation Notification (IE432), DMS accepts the declaration and again does not select the goods for control. After receiving a valid message with the request to change the declaration, DMS sends an NLRCV. Customs can then take two positions on the request:
  • If the request is rejected, the declarant receives an IE456.
  • When granting a request, the declarant receives an IE404 and an NLAMD with confirmation of the changes.
* This scenario is the same for the standard declaration after acceptance of the declaration.
DMS accepts advance declaration* and does not select the goods for control. After submitting the Presentation Notification (IE432), DMS accepts the declaration and again does not select the goods for control. Final release follows. In DMS it is not possible to submit a request to change the declaration after the goods have been released.
