Other Types of Free Trade Agreement Documentation
As more countries and regions draft and implement Free Trade Agreements around the world, they have utilized various documentation requirements for proof of qualification. The below section describes how the ONESOURCE Free Trade Agreement module allows for these other common forms of qualification verification.
SUPPLIER SUBMISSION OF LONG TERM SUPPLIER DECLARATIONS
Most European Free Trade Agreements will accept a Long Term Supplier Declaration as evidence of preferential origin. Particularly in agreements including the European Union, the allowance of the user of “cumulation” to indicate qualification status for various countries is common.
To facilitate the generation of cumulation documents, Suppliers will need to provide some additional information on the
Products
tab.

Use Cumulation | If cumulation of multiple countries is to be applied, check this box. |
If
Use Cumulation
is checked, the Supplier will be prompted to select the appropriate cumulation countries by selecting the Select Countries
link and subsequent pop-up window.
Once the appropriate countries have been selected, they will be added to the declaration by selecting
Use Selected Countries
. These must be countries entitled to benefit from preference under the cumulation rules.
To consolidate the printing of all qualified products on one Long Term Supplier Declaration, select the
Generate Multiple Agreement Report
.
Once the
Generate Multiple Agreement Report
is selected, there is an option to select a Secondary Document Language, update the Certificate Start Date and Certificate End Date, and the ability to select the Agreements to be consolidated on the report.
SUPPLIER SUBMISSION OF GOVERNMENT CERTIFIED DOCUMENTS
Agreements exist in some regions where documents need to be solicited but must be generated outside the system. This is typically done by a governmental authority. The ONESOURCE Free Trade Agreement tool supports such practices, typically defined in Asia-Pacific style Free Trade Agreements.
Where appropriate, Suppliers will be able to upload documents provided by regulatory authorities instead of generating a system document to complete a solicitation.
After filling out the required component information, Suppliers will submit documents on the
Submit Documents
tab following the process laid out earlier in this User Guide.
