FTZ Management: Maintenance - HTS Codes Management and Adding _99 HtsIndex

Valid HTS data must be maintained within the system. This screen can be opened by choosing
HTS Codes
from the
Maintenance
menu. The
HTS
screen has search capabilities consistent with the
Maintenance Screen Search Criteria
section of this User Guide.
note
Depending on how the system was configured during implementation, the Update column may or may not appear in the user’s system.

Adding a New HTS (US Subscription to Global Trade Content)

To add an HTS:
  1. Click
    Add Record
    . A pop-up will appear on the screen.
  2. Enter the desired HS Number.
  3. Click
    Load SPI Codes
    . Global Trade Content will then apply a SPI Code to the HS Number.
  4. Click
    Submit
    to proceed.
  5. Complete the entry, and then click
    Insert
    .

Adding a New HTS (No US Subscription to Global Trade Content)

To add an HTS:
  1. Click
    Add Record
    .
  2. Complete the entry, and then click
    Insert
    .

Updating an HTS Number with Global Trade Content

The
Update
column may be configured to appear on the
HTS Codes
screen if the user’s company has the US content subscription with Global Trade Content. Clicking the
Update
button will automatically update the HTS information with up-to-date information from Global Trade Content.
After Content completes its validation, any potential validation errors will appear at the top of the screen. This will notify the user if any modifications need to be made to the record.

section of this User Guide.

Modifying an Existing HTS

To modify an existing HTS:
  1. Click
    Edit
    .
  2. Make all necessary changes, then click
    Update
    .

Deleting an Existing HTS

To delete an existing HTS:
  1. Click
    Delete
    . A confirmation pop-up will appear on the screen.
  2. Click
    OK
    to continue.

Adding _99 HTS to HTS Codes Table

These are step by step instructions on how to add the
_99 HtsIndex
to the
HTS Codes
maintenance table with the correct Content connection.

The HTS data in this process is just an example.
  1. Click your account settings on the top right corner.
  2. Click the
    Maintenance
    option and select
    HTS Codes
    .
  3. Click
    Add Record
    to open a pop-up that is connected to Content.
  4. Use the
    HS Number
    field to search for the record you need to add (without the "_99") and select it.
  5. Click
    Load SPI Codes
    .
    The
    SPI Code
    dropdown will become available and be populated with the different column rates, trade agreement’s SpiCode, and 301 chapter 99 to select from.
    For the standard 301 _99 HtsIndex, you need to select the record that shows "US COLUMN ONE – GENERAL Countries *
    AND
    * 9903XXXX" (where the chapter 99 is the one associated to the HTS).
  6. Select the appropriate
    SPI Code
    and click
    Submit
    .
    A new record where the "_99" is already populated will appear in the grid. You can add the dots to the
    HtsIndex
    and
    HtsNum
    if that is how you process HTS numbers through your system.
    The
    AdvaloremRate
    will only show the base duty rate and will update after the record is inserted.
  7. Click
    Insert
    on the left of the row.
The
_99 HtsIndex
record will now be available and the
AdvaloremRate
will now be the base rate plus the additional duty rate needed for the "_99" set up.
The record is now connected to Content and if the HTS details change, you can click
Update
and the system will hold its additional duty rate.
