Smart HS
The
Smart HS
functionality can be used to classify a product. To classify a product via Smart HS, select a country profile. Next, select a product. Once a product has been selected, click the Smart HS
button at the top of the screen.
Clicking
Smart HS
will open the Smart HS
pop-up, as shown below. Since each country has its own unique tariff schedule(s), the user will not be able to switch country profiles inside the pop-up version of Smart HS
. The Product Number and Product Description fields will also be shown to remind the user which product is being classified. Fields that cannot be modified will appear in gray.

ToolTips are additional information about specific fields or functions within the system. They will appear as a ? icon. They become visible on the screen when you hover your cursor over one of these icons.
Languages
The product descriptions can be entered into
Smart HS
and additional information subsequently viewed in English, Portuguese, French, or Spanish. English is the default language. To select a different language, click on the language drop-down and choose a language from the list.
Describe Your Product
After selecting the Country and Search Language, click on the
Describe Your Product
field and enter a description of the product. Refer to the Classifying a Product section to read more about it.Classifying a Product
To classify a product, after selecting the Country and Search Language, click on the
Describe Your Product
field and enter a description of the product. The more information is provided, the more quickly the classification will be returned. Follow the instructions described in the table below to get accurate matches.Type of product | Attributes | Description | Example |

Once this information has been provided, click on the
Classify
button.Alternatively, if you know the section of the Harmonized Schedule the goods are classified under, you can enter a 2, 4 or 6-digit HS number into the Describe Your Product field. Chapter and Heading numbers will trigger the appropriate questions, per the tariff. If you enter a 6-digit Subheading number, all fully-qualified numbers matching that number will then appear in a grid, as shown at the end of this section.

Not Your Item?
Sometimes the
Smart HS
AI classification engine can interpret a product description incorrectly and, for example, switch what is being classified with a word meant to describe it. For example, entering “shoes leather” in the Describe Your Product
field will cause Smart HS to prompt classification questions for leather and entering “shoes, leather” will cause Smart HS to prompt classification questions for shoes.The
Not Your Item?
drop-down will appear if the AI engine returns the possibility of more than one item that the description might be classifying. In the example listed above; the screen would display “Leather” as the item being classified, but the user would be able to see “Shoes” in the drop-down list and be able to choose that if it more accurately fits the product. Once the other option is selected, Smart HS will start generating questions that are more appropriate for the product.
Tell Us More About
Sometimes the system will need additional information about a product before an HS Number can be suggested. In these instances, a
Tell Us More About
section will appear on the screen. Click on the drop-down to review the list of available options.
Choose the description that best describes the product.
Additional drop-downs may continue to appear until enough information is provided. Once the system has enough information to classify the product, a suggested Global HS Code will appear on the screen. So, too, will some additional tools that can assist with selecting the correct fully-qualified tariff number.
Assumed Characteristics reflect what the AI-based system has learned over time are the most likely characteristics for your product. Each characteristic will have a drop-down with different options. Further adjustments can be made by reviewing and correcting if a more appropriate characteristic applies to your product in each drop-down.
Known Characteristics
show you what Smart HS knows about your product based the original description of the product and/or the answers to previous questions. Like the Assumed Characteristics
, these can be changed if they are incorrect.
After all characteristics are set and the final classification is returned, scroll down to the
Tariff Schedule
and Binding Rulings
tabs. These tabs are covered in more detail in the sub-sections below.
Tariff Schedule
The
Tariff Schedule
tab shows all chapters, headers, and fully-qualified HS Numbers that may be a potential match for the item being classified. The number’s description, Unit of Measure, Main Duty Rate (as applicable) and a link to the full tariff details are located in the grid.Further information can be found about the tariff details by clicking a
Link to Global Tariffs
link.
Clicking this link will open the
Global Tariffs (Quick Lookup)
screen in another browser tab. Additional information about the HS Number will now be visible. This screen is covered in more detail in the ONESOURCE: Global Trade Content User Guide.
Binding Rulings
The
Binding Rulings
tab will be pre-filtered to show all potential classification rulings that may be applicable for the provided HS Number and country. To view more information about a Binding Ruling, click on a link in the Reference Code
column.
Clicking this link will open the
Binding Rulings Detail
screen in another browser tab. Additional information about the Binding Ruling will now be visible. This screen is covered in more detail in the ONESOURCE: Global Trade Content User Guide.
To view more information about an HS Number, click on a link in the
HS Number
column.

Saving a HS Number to a Product and Generating Certificates
After reviewing all potential matching HS Numbers, choose the most applicable HS Number from the
Select Fully-Qualified HS Number
drop-down and then click Save to Product
.
The Smart HS modal window will then close and a validation message will appear on the
Edit Classification
screen, stating that the product was successfully classified and the selected HS Number has been saved to the HSNum field for that product. Another validation message will appear below the first message, informing the user that the Smart HS classification certificate was generated and saved to the product.
The certificate can be found at the bottom of the
Edit Classification
screen or by clicking at the "X
" documents are attached to this item
link just beneath the Facility Ownership
drop-down.
Classification Certificate
The Classification Certificate saved to the product record contains the following information chosen by the artificial intelligence-based engine:
- The search parameters
- The returned classification
- The rationale for the classification
The trade compliance team can use this Certificate to provide documentation in the case of an audit to validate why classification decisions were made via a consistent methodology.
Manage Rules
To speed up product classification (particularly for companies with many products under the same Subheading), product-classification rules can be created in Smart HS. These rules can be used to store answers to as many of the specific question prompts triggered by a product description as desired.
Creating a New Rule
To create a new rule, proceed with the instructions provided in the
Classifying a Product
section of this chapter. As soon as the “Item” type has been determined by Smart HS, the user can set classification rules by checking the Set Classification Rules
box.From there, checkboxes will appear for the various characteristics. Check the box for at least one characteristic, go to the
Rule Name
field, and provide a name for your new classification rule. To save the rule, click Save Rule
.

After creating the rule, the system will validate all new product classifications to determine if any saved rules can apply to the product being classified. If a rule exists, the system will automatically answer the prompt questions with the answers saved on the selected rule.
The information entered in
Describe you product
is saved by the system as description of a given rule as default. Smart HS has the ability to match existing rules not only by item, but also by rule name or description. When “enable_extended_rule_matching_criteria” config parameter is set as “Y”, the accuracy to find a matching rule is improved.
If the system finds more than one rule that is applicable for the product description, the user will be presented with a window to select the appropriate rule.
Managing Rules (Classification Rules Editor)
To manage existing classification rules, click on the
Manage Rules
link.
Clicking
Manage Rules
will open the Classification Rules Editor
pop-up, which contains a library of all existing classification rules.
It is also possible to filter the rules by a keyword. This can be done by entering a keyword in the
Search rules
field and clicking the magnifying glass icon.
To view the specific characteristics of a rule, choose a rule from the grid and click its corresponding expansion arrow on the far left.
To delete a rule or characteristic, choose a rule or characteristic from the grid and click its corresponding trash can icon.
Clicking one of these icons will open a pop-up, requesting confirmation for the deletion. Click
OK
to proceed.
Once the rule or characteristic is removed, a validation message will appear on the screen and the record will no longer appear in the grid.
