FTZ and IMCR – Troubleshooting FTZ entry issues

This guide is to help provide direction on common issues found during the FTZ 7501 Report Generation. It is not all inclusive, but indicative of the main troubleshooting steps users have utilized to help resolve common errors.

"Apply IMCR" did not update your 7501 entry with the changes you have in IMCR
The 7501 Report page has the "Apply IMCR" box checked, and the entry was generated. However, the tariff line you expected to see on the 7501 continuation, does not match your IMCR record.
  • Make sure the entry is unprinted and "Apply IMCR" is checked before clicking generate.
  • Check your IMCR record to ensure it is matching
    • Ensure the IMCR has a Start and End Effective date that includes your Privileged and/or entry date.
    • Make sure the main level IMCR "Match Product Number" field matches your inventory layer's Product Number (if applicable).
    • Make sure the main level IMCR "Match Country of Origin" field matches your inventory layer's Country of Origin (if applicable).
    • Make sure the main level IMCR "Match HTS Index" field matches your inventory layer's HTS sequence 1.
    • Make sure the main level IMCR "Match Status Code" field matches your inventory layer's status code.
    • Make sure the child level IMCR "Match Record" and "Match HTS Number" fields are checked and match your current inventory layer.

  • Review the 7501 continuation to determine the line makeup, or leverage the Form Tracer to see product specific information.
  • The validation will flag the specific HTS sequence with the issue. Check and confirm the HTS, SPI, Country of Import and export are valid.

TRFF ADJSTMNT HTS OR EXCLSN MISSING
The article, found to be subject to a remedy or other measure (e.g., a Section 232 or Section 301 measure), is missing either the required remedy HTS (50-Record) or an indication of an "exclusion" (e.g., a 54-Record Product Exclusion Identifier).
  • Review the 7501 Continuation or the Missing Additional Tariffs Lookup (after un-printing) to determine which tariff is missing.
  • Add in a new IMCR rule, check that the entry is un-printed and click "Apply IMCR" on generation.

TRFF ADJSTMNT HTS NOT ALLOWED
An HTS (50-Record) reserved for another remedy has been found submitted on the ES line,
  • Review 7501 Continuation to determine which tariff is being reported. Check the entry date for N status items, or P date for P status items and determine which tariff is not applicable for that date.
  • Add in a new IMCR rule to update to a valid HTS, check that the entry is un-printed and click "Apply IMCR" on generation.
  • If an HTS needs to be removed entirely from the tariff line (not replaced), submit a TR support ticket for removal.

SINGLE HTS NOT ALLWD; SECOND HTS RQRD
The tariff number reported in the first 50 record requires at least one additional tariff number to be reported in a second (or more) 50 record.
  • Review the 7501 Continuation to determine what tariff is being reported. Likely requires a TR support case for review.

HTS OUT OF SEQUENCE
This error is returned if the order of HTS numbers on a line does not conform to the sequence specified below:
a) If more than one Ch 98 is submitted, summary will be accepted without validating the HTS sequence (e.g., watches)
-or-
b) HTS numbers must be in the following sequence:
-Single Chapter 98 (if applicable)
-Chapter 99
-Chapter 1 to 97 Commodity HTS
  • Review the 7501 Continuation to determine which HTS is in the incorrect order.
  • Create an IMCR rule to update the shipment to the correct order.
  • Unprint/Apply IMCR again on the 7501 Report page and re-generate.

ADDTNL DEC TYPE RQRD FOR ARTICLE
An Importer's Additional Declaration Detail is required for the article.
  • This means that the line is missing the Aluminum and/or Steel additional declaration reporting.
  • Unprint entry and add in required data via additional declaration screens.

ADDTNL DEC TYPE NOT ALLWD FOR ARTICLE
The Importer's Additional Declaration Type Code (54-Record) specified is not allowed to be used with one or more of the HTS numbers (50-Record) specified for the ES line.
  • Remove additional declaration information from line.

UNKNOWN ALUM SMELT/CAST CTRY NOT ALLOWED
If a value of unknown ("UN"), is reported for primary aluminum as the Primary or Secondary Country of Smelt or as the Country of Cast on the Importer's Additional Declaration 54-Record Type "07"; this error will be returned as unknown ("UN") may only be reported for derivative aluminum.
  • Update the additional declaration information for the rejected line.

HTS REQUIRED FOR UNKNOWN SMELT/CAST CTRY
When a value of unknown ("UN"), is reported for derivative aluminum as the Primary or Secondary Country of Smelt or as the Country of Cast on the Importer's Additional Declaration 54-Record Type "07"; HTS number 99038568 is required.
  • Create an IMCR rule to update the shipment to the correct chapter 99 needed for "UN".
  • Unprint/Apply IMCR again on the 7501 Report page and re-generate.

DUTY ACCEPTED; COMPLEX LINE
This is an informational message; not fatal. This condition will be generated if a line is submitted with an HTS number on the line which requires duty, and the formula to compute the duty is a complex computation not verified by the system.
  • No action needed, just informational.
