CBSA CARM release 2 implementation update

Update 04/22/2023: release 2 launch update
On April 19, 2024, CBSA issues a news release with an update to the pending CARM Release 2 launch, which was scheduled for May 13, 2024. CARM will launch “internally” at the CBSA on May 13, as planned, to advance the Agency’s compliance and enforcement efforts. However, it is now the intention of the CBSA to
reschedule the launch for trade chain partners to October 2024
. This will ensure that the Agency can support partners as they start using CARM. Therefore, until the fall, trade chain partners will continue to operate as they have. The internal launch of CARM at the CBSA will allow the Agency to advance work towards the expected benefit of better compliance. The CBSA will use CARM to identify errors and discrepancies in duties and tax submissions and begin to work with industry in these areas. CBSA attributed this postponement of the launch to the pending strike vote activity now underway by the Public Service Alliance of Canada, and the possible impact on the Agency’s operations in the event of a positive strike vote. Although this delay provides more time for the trade to continue preparing, it is important to prioritize work needed with your brokers and ONESOURCE, as noted below, to ensure your systems are ready for the new launch date.

Update overview
Effective May 13, 2024, the CBSA Assessment and Revenue Management (CARM) system will become the official system of record for importers and other trade chain partners (TCPs) to account for their goods and pay for their duties and taxes owed to the Canada Border Services Agency.
There will be a cutover period, which is required for the CBSA to migrate existing systems and functionality to CARM for the CARM R2 May 13, 2024, implementation.
The CARM R2 cutover period will extend from April 26 (4:00 pm EDT) to May 13 (3:00 am EDT).
At the beginning of the cutover period:
  • Some CBSA legacy systems, such as the Customs Commercial System (CCS) and the Customs Automated Data Exchange (CADEX), will be retired.
  • The CARM Client Portal (CCP) will not be available during the cutover period. TCPs will not be able to register on CARM during this time.
  • Customs Self-Assessment (CSA) enrollment activities will be paused during cutover, resuming May 13, 2024. Starting on May 13, all CSA applications must be submitted via the CCP.
  • Partners in Protection (PIP) enrollment remains available in the Trusted Trader Management System (TTMS).
Release processing will not be impacted during the cutover period and will remain available apart from a short maintenance window that will extend from the evening of Saturday, April 27, 2024, to the morning of Sunday, April 28, 2024.
Entry verification product - Next steps
For our customers that are using the ONESOURCE Entry Verification solution for the Canada market, there will be an update to our standard schema for broker interfaces to better align with the new Commercial Accounting Declaration (CAD).
It will be important to review the new standard schema with your relevant Broker(s) to make the necessary adjustments to your broker interfaces under the new CAD format. Prior interface formats are still supported, however, to conduct post-entry audits for the new CAD, interfaces will need to be updated to the new schema.
