The New Computerised Transit System (NCTS) will be replaced by the Douane Vervoer Applicatie (DVA) in the Netherlands

In compliance with the European legislation under the Union Customs Code (UCC), the Netherlands Customs is implementing a new system for transit movements. This system will replace the current NCTS system in production.
Starting from December 2, 2024, importers and exporters will use DVA instead of NCTS.
The “transport” process itself does not change. The existing Authorised Consignor (TA) and Authorised Consignee (TG) licences remain valid. They will not be modified.
The most important changes are software-based. The ONESOURCE NCTS system for Netherlands will be updated in accordance with the regulations released by Netherlands Customs so that customers can continue to file declarations and seamlessly move goods across borders.
The following is a summary of changes:
New message structure
In DVA, the structure of the declaration changes. Currently, a transit declaration consists of 2 layers (declaration and item level). At the article level, DVA has additional layers. The requested information is therefore more detailed and is broken down into 3 layers (consignment, house consignment and consignment item). There will be both mandatory and optional fields. What is new is that entering the 6-digit HS code is now mandatory.
New role - Office of incident
If an incident occurs, it is registered in the digital system. The declarant will then receive the new message “Forwarded Incident Notification” (IE182).
New role - Office of exit
After the export declaration, submitting a transport declaration is mandatory. The export is confirmed, and the transport starts or continues under the transit procedure.
In the background, the messages are exchanged with the Automated Export System (AES) to check whether both declarations are identical. Hence, it is important that the information is carefully filled in the transit declaration.
Other changes
- The Transit Accompanying Document (TAD) will no longer be mandatory, the layout will be adapted to the new system.
- The abbreviation of "Movement Reference Number (MRN)" in DVA is "Master Reference Number".
Timeline
- March 2024: The test environment (BTO) will open for companies.
- Spring 2024: Instructions for declarants will be provided.
- Q4 2024: Companies can connect to DVA.
- October 1, 2024: All businesses must be connected to DVA.
- December 1, 2024: NCTS will be closed.
- December 2, 2024: Transit declarations must be filed via DVA.
