China: Optimising and adjusting export control measures of UAVS

On July 31, 2024, the General Administration of Customs of the People’s Republic of China announced Announcement No. 31, effective from September 1, 2024. It outlines new export control measures for certain unmanned aerial vehicles (UAVs) and related items to safeguard national security. The announcement specifies that aviation engines, payloads with specific technical specifications, radio communication equipment, and civilian anti-drone systems cannot be exported without permission. Exporters must follow a detailed application process involving documentation and approval from the Ministry of Commerce. Violations will incur administrative penalties or criminal liability. This announcement supersedes previous announcements No. 27 and No. 28 of 2023.
What does this announcement include?
The items that have the following characteristics will not be exported without permission:
Aviation engines
  • Maximum continuous power exceeding 16 kW.

  • Infrared Imaging Equipment:
    • Wavelength range: 780 nm to 30,000 nm.
    • IFOV: < 2.5 mrad.
    • HS numbers: 8525891110, 8525892110, 8525893110.
  • Synthetic Aperture Radar (SAR):
    • Range: > 5 km.
    • Strip mode resolution: < 0.3 m.
    • Beam mode resolution: < 0.1 m.
    • HS number: 8526109011.
  • Lasers for Target Indication:
    • Operates above 55°C.
    • Energy: > 80 mJ.
    • Stability: > 15%.
    • Beam divergence angle: < 0.3 mrad.
