AMS – Organics general information
This information is for importers impacted by the National Organic Program (NOP) and who are required to file AMS – Organics (OR) information via the PGA Message Set as a result.
- The AMS-OR program code covers tariff classifications flagged with either AM7 or AM8.
- As of March 19th, 2024, new requirements from the NOP will be in place to ensure importers of organic agricultural products are certified, and the certification information will be transmitted via the AMS-OR PGA message set. Importers should review the information published in the following Federal Register Notice to determine their specific filing requirements: National Organic Program (NOP); Strengthening Organic Enforcement.

CBP recently published CSMS 61139474, which indicates that starting September 19, 2024, HTS codes flagged with AM8 will reject if PGA information for AMS Organics is not provided in ACE. AM7 will still remain a warning after September 19, 2024. The below indicates where to file:

You may want to consider automating data exchange for the required AMS-OR information to support filings. If you do, the below provides a brief summary of potential changes and process around those changes:
- Inbound InterfacesIf you have an internal feed into ONESOURCE that you wish to add/modify for AMS changes, you will need a SOW project for Implementation/Testing Purposes.
- Outbound InterfacesSelf-Filers - File updates for AMS directly to CBP will automatically be made for these types of files.
- FTZ Broker Filers
- If you utilize the ONESOURCE Standard ACE CATAIR - File updates for AMS will automatically be made for these files.
- All other broker feeds or interfaces to third parties from ONESOURCE will need an SOW project for Implementation/Testing purposes.

SOW Projects – The reason these require SOW projects is because every interface is unique to an operation and ONESOURCE does not own the specifications. Time is needed to coordinate what should be transmitted between parties for each design and a test site available for testing. If you need an SOW project, please contact your account manager.
