Singapore: Update to export prohibitions to Haiti and Somalia

On July 12, 2024, Singapore Customs issued Circular No: 04/2024 which outlines changes to the prohibition of exports, transhipments, and goods in transit to Haiti and Somalia from or through Singapore. These changes are in accordance with the United Nations Security Council Resolutions (UNSCR) and will take effect on 26 July 2024.
1. What is covered in the policy?
1. Haiti:
- Prohibition on the export, transhipment, and transit of small arms, light weapons, and am-munition to Haiti.
- Exceptions include supplies to the UN, UN-authorized missions, or security units under the Government of Haiti for peace and stability, or if approved by the committee under UNSCR 2563 (2022).
2. Somalia:
- Prohibition on the export, transhipment, and transit of weapons, ammunition, or military equipment to Somalia.
- Exceptions include supplies for the Government of the Federal Republic of Somalia (GFRS), Somali National Army, National Intelligence and Security Agency, Somali National Police Force, Somali Custodial Corps, Somalia’s Federal Member States, regional governments, or licensed private security companies under specific conditions.
- Prohibition on the export, transhipment, and transit of nitric acid and sulfuric acid to Somalia.
2. Entity responsibilities
Traders and declaring agents:
- Must comply with the updated prohibitions and ensure that any export, transhipment, or transit of specified items to Haiti and Somalia adheres to the regulations.
- Must seek necessary approvals for exceptions as outlined in the circular.

- Traders and declaring agents should familiarize themselves with the updated prohibitions and en-sure compliance by the effective date of 26 July 2024.
