China: Announcement on launching an end-of-term review investigation into the anti-dumping measures applicable to imported electrolytic capacitor paper originating from Japan

On April 17, 2024, The Ministry of Commerce of the People’s Republic of China (MOFCOM) has announced the initiation of an end-of-term review investigation into anti-dumping measures on imported electrolytic capacitor paper from Japan; Announcement No. 14-2024. This follows previous impositions of anti-dumping duties starting in 2007, with subsequent renewals in 2013 and 2019. The current anti-dumping duties will remain in effect during the review, which ranges from 15% to 40.83% for different Japanese companies.

Zhejiang Kane Specialty Paper Co., Ltd. filed an application for the review on behalf of the domestic industry, concerned that the termination of measures could lead to a continuation or recurrence of dumping and injury to the Chinese industry.

The investigation will cover the period from January 1, 2023, to December 31, 2023, for dumping, and from January 1, 2019, to December 31, 2023, for industrial damage. The scope of products under investigation remains the same as in previous announcements and concerns electrolytic capacitor paper classified under the tariff code

Interested parties have 20 days from the announcement to register for participation in the investigation and can access public information related to the case. The Ministry will use various methods such as questionnaires and on-site inspections for the investigation, and interested parties are expected to provide complete and accurate responses.

The document also outlines the consequences of non-cooperation by interested parties and provides contact information for the Ministry of Commerce. The investigation is set to begin on April 18, 2024, and is expected to conclude by April 18, 2025.In 2018, China’s demand for aluminium electrolytic capacitor stood at 171.9 billion units, a figure projected to rise to 276 billion units in 2025, expectedly showing a CAGR of 6.4% between 2018 and 2025. Although China occupies 21% of the market share, Japan’s dominance of 58% could potentially impact the China’s domestic industry.
