U.S. Department of State announces re-publishing of the Cuba Restricted List

On February 6, 2025, the U.S. Department of State published an updated Cuba Restricted List, identifying Cuban entities and sub-entities with which direct financial transactions are generally prohibited under the Cuban Assets Control Regulations (CACR). The updated list now includes 237 entities, such as ministries, holding companies, hotels, tourist agencies, marinas, stores and organizations serving the defence & security sectors.
This list is part of the U.S. government’s strategy to enforce economic sanctions on Cuba. The Bureau of Industry and Security (BIS) will also deny export or reexport applications for items destined for use by entities on the list.
The Cuba Restricted List was rescinded on January 16, 2025, by Biden administration. However, the newly formed Trump administration quickly reinstated it through an executive order on January 20, 2025.
