Dubai Customs announces phased implementation of 12-digit Integrated Customs Tariff

Dubai Customs has officially announced, in Customs Notice No. (10/2025) dated 23rd July 2025, the flexible implementation of the Integrated Customs Tariff at the 12-digit level. This initiative aligns with the Gulf Cooperation Council (GCC) mandate and the best global practices. The move aims to facilitate customs procedures, enhance business operations, and harmonize tariff classifications across the GCC region.

Key highlights
  • Notice period:
     A 6-month notice period will be provided to all stakeholders before the full transition, allowing ample time for businesses to adapt their internal systems and processes.
  • Phased transition:
     The new 12-digit customs code will be introduced in phases. During the transition, the current 8-digit system will continue to operate alongside the new structure.
  • Scope:
     The first phase will focus on customs operations for all types of declarations where the destination is a GCC country.
  • Support and services:
     Dubai Customs will offer a range of services to support the transition, including:
    • Goods Classification Request Service for updated tariff items.
    • Customs Opinion Request Service for reclassification from 8-digit to 12-digit codes.
    • Self-service options via the AL Munasiq app.
    • Correlation tables linking the 8-digit and 12-digit codes.
    • Access to the full integrated customs tariff table.
  • Awareness and training:
     Intensive awareness campaigns and educational workshops will be organized to guide businesses through the transition. These sessions will provide detailed guidance and answer stakeholder queries.
  • Implementation date:
     The official notice was issued on 23 July 2025. The phased approach ensures a smooth and seamless transition, with minimal disruption to traders, logistics partners, customs brokers, and customers.
  • Continuous support:
     A dedicated team is available around the clock to assist with enquiries via the hotline (+971 4) 800 1886.
