Switzerland aligns with EU’s 17th sanctions package on russia

In line with the European Union’s 17th sanctions package, Switzerland has updated its own sanctions listings in response to Russia's ongoing war against Ukraine. The Swiss Federal Department of Economic Affairs, Education and Research (EAER) has implemented corresponding measures through State Secretariat for Economic Affairs SECO, which came into effect at 11 PM CEST on 3 June 2025.

Key measures adopted

New Designations
  • Seventeen individuals
     and
    fifty-eight entities
     have been added. These individuals are now subject to asset freezes, prohibitions on the provision of funds and economic resources, and are banned from entering or transiting through Switzerland.
  • The sanctioned parties are primarily linked to Russia’s military-industrial complex.
Vessel Restrictions
  • 189 additional vessels
     – mainly tankers forming part of
    Russia’s Shadow
     fleet – have been subjected to bans on purchase, sale, and the provision of services.
  • These ships are reportedly involved in
    circumventing the oil price cap
     or
    transporting military goods for Russia
    .
Trade Controls
  • Thirty-one more entities
    , including several in third countries, have been subjected to tighter export restrictions.
  • The list of goods deemed to contribute to Russia’s military and technological development has also been expanded, mirroring recent EU amendments.
