China cancels countermeasures against two EU financial institutions

The Ministry of Commerce of the People's Republic of China (MOFCOM) has issued Order 2026 No. 1 to cancel previously imposed countermeasures against two European Union financial institutions, following the European Union's revocation of sanctions on two Chinese financial institutions.
The new measures are cancelled:
  1. Lift the countermeasures imposed under Ministry of Commerce Order No. 5 of 2025 on EU banks UAB Urbo Bankas and AB Mano Bankas.
  2. Remove UAB Urbo Bankas and AB Mano Bankas from China's countermeasures list, effective from 24 April 2026 (Beijing time).
This decision cancels the countermeasures previously established under Ministry of Commerce Order No. 5 of 2025 against UAB Urbo Bankas and AB Mano Bankas, aligning China's response with the EU's 23 April 2026 announcement lifting sanctions on the two Chinese financial institutions concerned.

Conclusion

This decision adjusts China's application of anti-foreign sanctions measures in line with recent changes in EU sanctions policy concerning the relevant financial institutions.
Companies should update their sanctions and restricted party screening controls to reflect the removal of UAB Urbo Bankas and AB Mano Bankas from China's countermeasures list as of 24 April 2026.
