IEEPA duty refund processing update

U.S. Customs and Border Protection (CBP) continues to advance the processing of refunds for additional ad valorem duties imposed under the International Emergency Economic Powers Act (IEEPA).
CBP's Consolidated Administration and Processing of Entries (CAPE) functionality in the Automated Commercial Environment (ACE) enables importers and customs brokers to submit declarations for eligible entries and supports the removal and refund of applicable IEEPA duties.
As of
July 31, 2026
, CBP reported that CAPE declarations covering
25.1 million entries
had been accepted for processing. Approximately
17.69 million entries
had subsequently been liquidated or reliquidated without IEEPA duties. CBP also reported that roughly
$100 billion
, including duties and interest, had been certified and transmitted to the U.S. Department of the Treasury for disbursement.
Importers should review their CAPE submissions carefully, as common validation issues include filer or importer-of-record mismatches, incorrect entry numbers, and files that do not conform to the required CSV template. CBP also noted that refunds may be delayed where Automated Clearing House (ACH) information has not been provided by the importer of record or its authorized designee.
The agency has also expanded CAPE to accept certain unreconciled entries flagged for reconciliation, including qualifying unliquidated entries and entries liquidated within the prior 80 days.
