United States sanctions illicit traders of Iranian oil & shadow fleet

Overview
The U.S. Department of State has announced sanctions on multiple entities, individuals, and vessels connected to the illicit trade and transportation of Iranian-origin crude oil, petroleum products, and petrochemical products, with the stated aim of restricting revenue that supports Iran's sanctioned activities.
The new measures designate and identify as blocked:
- 15 entities that have traded in, imported, or exported Iranian-origin crude oil, petroleum products, or petrochemical products, including companies acting as commercial managers and registered owners of vessels involved in such transport, pursuant to sections 3(a)(ii) and 3(a)(iii) of Executive Order (E.O.) 13846.
- 2 individuals (a director and a manager/majority shareholder of designated trading companies) blocked pursuant to section 5(a)(vii) of E.O. 13846 as principal executive officers or persons performing similar functions of the designated entities.
- 14 "shadow fleet" vessels identified as blocked property of designated entities involved in the transport of Iranian-origin petroleum, petroleum products, petrochemical products, and ammonia.
Trade measures
All entities that are owned, directly or indirectly, 50 percent or more by one or more blocked persons are also considered blocked. U.S. persons are prohibited from engaging in transactions involving the property or interests in property of these designated or otherwise blocked persons, including the provision or receipt of funds, goods, or services, unless authorized by OFAC or exempt.

These sanctions expand U.S. pressure on the Iranian energy and petrochemical sectors by targeting shipping, trading, and financial channels that support the movement and sale of Iranian-origin petroleum and petrochemical products.
