United Kingdom announces largest Russia sanctions package since 2022

Date of publication: February 25, 2026
The United Kingdom's Foreign, Commonwealth & Development Office has announced a major new sanctions package aimed at cutting off critical Russian oil revenues and further degrading the Kremlin's ability to continue its war against Ukraine, four years after the start of the full-scale invasion. Nearly 300 new sanctions were announced as part of the package.

Targets and designations under the new measures

The package, the largest since the early months of the invasion in 2022, comes four years on from Putin’s full-scale invasion of Ukraine.
The action targets one of the world’s largest oil pipeline companies, PJSC Transneft, responsible for transporting over 80% of Russian oil exports, designed to further hamper the Kremlin’s desperate attempts to find buyers for its sanctioned oil.
The latest targets include (but are not limited to):
  • PJSC Transneft and its role in transporting Russian oil exports
  • Entities and vessels linked to Russia's "shadow fleet" and oil trading networks
  • Companies and individuals supplying equipment, components and technology to the Russian military • Russian civil nuclear sector entities and associated individuals
  • Russian LNG sector actors, including terminals, traders and vessels
  • Russian financial institutions facilitating international payments
Since the beginning of the invasion, international sanctions have deprived Russia of substantial revenues, with Russian oil revenues reported to be at their lowest since 2020. The UK has now sanctioned over 3,000 individuals, businesses and ships under its Russia sanctions regime.

Conclusion

This latest and largest package since early 2022 significantly intensifies pressure on key Russian revenue streams, energy infrastructure and financial channels linked to the war effort.
Companies should closely review the updated UK Sanctions List and today's full target list to ensure screening, payment flows, and energy‑related transactions are promptly assessed and adjusted for compliance.
