UK sanctions: Transition to one consolidated designations list begins January 28, 2026

The UK Foreign, Commonwealth & Development Office, HM Treasury and the Office of Financial Sanctions Implementation have issued guidance on changes to the publication of UK sanctions designations, under which the UK Sanctions List will become the sole official list of UK sanctions designations and the OFSI Consolidated List of Asset Freeze Targets will cease to be updated as of January 28, 2026.

Overview

The new measures introduce:
  • Use of the UK Sanctions List (UKSL) as the only UK government list detailing all sanctions designations from 9:00 a.m. (UK time) on January 28, 2026, with the OFSI Consolidated List and its search tool no longer updated from that date
  • A requirement for systems currently sourcing data solely from the OFSI Consolidated List or relying only on the OFSI "Group ID" identifier to be updated to use the UKSL and its "Unique ID" and "Sanction Type" fields for newly designated persons
  • Retention in all UKSL formats of historic OFSI Group ID identifiers for designated persons and specified ships designated prior to January 28, 2026, which will remain valid for use (including in license applications and reporting), alongside UKSL Unique IDs
  • Continued publication of the UK Sanctions List in the existing four formats (ODT, ODS, XML, HTML), with three additional file formats (TXT, CSV, PDF) now available and published via static URLs on GOV.UK, without structural changes to the list's data fields
  • Availability and planned functional upgrades to the UK Sanctions List search tool, including fuzzy logic search, ranked search results, highlighted matches and improved downloads, with the OFSI Consolidated List search tool ceasing updates from January 28, 2026
  • An intention to continue issuing designation notices covering all types of sanctions designations (not only financial sanctions) once the OFSI Consolidated List is closed
  • Continuation, in separate form, of the "Russia: list of persons named in relation to financial and investment restrictions" from January 28, 2026, with replacement by a simpler table while remaining on the same GOV.UK page
Since its launch in 2020, the UK Sanctions List has been the primary list of designations under the Sanctions and Anti-Money Laundering Act 2018, and this change implements a cross‑government review decision to move to a single list.

Conclusion

The move to a single UK sanctions designations list centralises sanctions data in the UK Sanctions List and phases out reliance on the OFSI Consolidated List and its Group ID identifiers for new designations.
Companies should ensure that screening systems are fully migrated to the UK Sanction List.
