Indonesia and Vietnam sign 2026–2030 cooperation plan, reaffirm USD 18 billion bilateral trade target

Date of publication: July 16, 2026.
Indonesia and Vietnam signed a 2026-2030 Action Plan to implement their Comprehensive Strategic Partnership and reaffirmed their commitment to achieving USD 18 billion in bilateral trade by 2028 during the 6th Joint Commission on Bilateral Cooperation meeting in Jakarta. The meeting was co-chaired by Indonesian Foreign Minister Sugiono and Foreign Minister Le Hoai Trung.
The two governments agreed to strengthen economic cooperation by expanding trade and investment, reducing trade barriers, and increasing engagement between their business communities. They also committed to following up on existing bilateral agreements and memoranda of understanding to support concrete implementation.
The action plan provides a framework for bilateral cooperation through 2030 and follows the elevation of Indonesia-Vietnam relations to a Comprehensive Strategic Partnership in March 2025. At that time, both countries agreed to deepen cooperation in political, economic, security, technological, and people-to-people areas while pursuing the USD 18 billion bilateral trade target by 2028.
The two countries also discussed cooperation related to maritime security and the implementation of agreements concerning their Exclusive Economic Zones. The discussions included efforts to address illegal, unreported and unregulated fishing, narcotics trafficking, cybercrime, human trafficking, and other transnational crimes.

Conclusion

The agreement signals continued policy support for stronger Indonesia-Vietnam trade and investment links, particularly in sectors identified under the action plan. The cooperation plan also reinforces Indonesia and Vietnam's broader efforts to support ASEAN connectivity, economic integration, and regional stability through closer bilateral engagement.
As Vietnam and Indonesia continue to enhance their strategic and economic cooperation, companies should stay informed of regulatory developments and trade facilitation measures arising from the partnership.
