Japan implements new HS codes for Chapter 72 stainless steel products

The implementation of the new HS codes
Japan has implemented new HS codes under Chapter 72, affecting certain stainless-steel products. The update follows MOF Notification No. 185, dated July 8, 2026, which amends Japan's import statistical item schedules.
The revised codes apply to goods included in import statistics from July 9, 2026, and primarily affect products classified under headings 7219.31, 7219.90 and 7220.90.

The amendment removes the following three HS codes:

These codes have been replaced by statistical codes with more detailed, as set out below. The revised structure provides importers with clearer guidance when classifying stainless-steel products by distinguishing products containing more than 0.6% nickel from other products under the same tariff headings.

Duty rates for the new HS codes
The six new statistical HS codes are subject to the following import duty rates:

Anti-dumping duty considerations
The introduction of the new HS codes is closely linked to Japan's provisional anti-dumping measures on nickel-added cold-rolled stainless-steel coil, sheet and strip under Cabinet Order No. 224 of 2026. However, the scope of the provisional anti-dumping duty is not limited to the six newly introduced HS codes.
Although the new HS codes may help identify products that fall within the potential scope of the provisional anti-dumping measures, classification under one of these codes does not automatically mean that anti-dumping duty applies. The provisional anti-dumping duty will apply only where the goods meet all applicable requirements under Cabinet Order No. 224 of 2026, including product description, nickel content, manufacturing process, country of origin, and producer-specific conditions.
Importers should review the relevant Charge notes in ONESOURCE Global Trade Content and assess whether their products are subject to the provisional anti-dumping duty before importation.
