Turkey updates the Turkish Customs Tariff Schedule (TGTC)

Overview

The Turkish Customs Tariff Schedule (TGTC) has been updated through Presidential Decision No. 11507, published in Official Gazette No. 33307 on July 11, 2026. The amendments entered into force on the date of publication and introduce changes to numerous tariff classifications across a range of product sectors.
The update forms part of Turkiye's ongoing efforts to enhance the granularity and accuracy of customs classification by creating additional statistical subdivisions, reorganizing existing tariff positions, and refining the scope of certain classifications.

Key changes

The Decision introduces a significant update to the Turkish Customs Tariff Schedule (TGTC), including the addition of 94 new HS/statistical tariff codes and the removal of 49 existing codes. The changes are intended to provide greater classification granularity and improve product-specific reporting. Key amendments include:
Chapter 28 - Inorganic Chemicals
New statistical tariff positions have been created for boron nitride-containing chemical products (Heading 2850).
Chapter 39 - Plastics and Articles Thereof
Polyethylene (PE) and polypropylene (PP) compounds are now classified separately depending on whether they contain fiberglass, resulting in new tariff distinctions for certain plastic raw materials (Headings 3901 and 3902).

A dedicated tariff classification has been introduced for certain plastic articles, including specific gasket products (Heading 3926).
Chapter 48 - Paper and Paperboard; Articles Thereof
Paper and paperboard products have been further subdivided based on fiber composition, creating separate statistical positions for products manufactured from primary fibers and other materials (Heading 4810). Thermal paper products have also been reclassified using width-based criteria, resulting in additional statistical tariff distinctions (Heading 4811).
Chapters 83, 84 and 84/85 - Industrial Equipment
Several industrial and consumer products, including padlocks (Chapter 83), steam cleaning machines (Chapter 84), as well as valves and valve parts (Chapter 84), have been assigned new statistical subdivisions based on product characteristics or material composition.
Chapter 85 - Electrical Machinery and Equipment
New tariff classifications have been established for certain electronic products, including wireless earbuds and smart watches. In addition, new statistical positions have been introduced for motion-sensing switches.
Chapter 87 - Vehicles and Parts Thereof
Additional tariff subdivisions have been created for selected motor vehicle parts and components, including suspension arms and clutch assemblies, allowing for more detailed classification of automotive products.
Chapter 95 - Toys, Games and Sports Requisites
For toys and various other product groups, tariff classifications have been reorganized to distinguish finished goods from their parts, components, and accessories, particularly within Heading 9503.
