Canada amends special Economic Measures (Russia) regulations

The Government of Canada has amended the Special Economic Measures (Russia) Regulations under the Special Economic Measures Act to expand listings of persons and vessels and to revise various schedules relating to export, import and related prohibitions applicable to Russia.
The new measures introduce:
- Designation of seven additional individuals, listed as items 1609 to 1615 in Part 1 of Schedule 1.
- Designation of thirty-four additional entities, listed as items 827 to 860 in Part 2 of Schedule 1, including companies active in energy, drones, maritime services, insurance, financial services and exchanges.
- Addition of 121 vessels, listed as items 611 to 731 in Schedule 1.1, each identified by IMO number, vessel name, type and build date.
- Technical amendments to wording in the French and English versions of certain items in Schedules 1.1, 6 and 7.
- Replacement or updating of headings for Schedules 4, 5, 5.01, 5.02, 5.1, 6 (Parts 1 and 2), 7, 9, 10.1 (Parts 1–3), 11 (Parts 1–2), 12 (Parts 1–2) and 13 (Parts 1–2) to clarify the categories of "Goods," "Chemicals," "Metals," "Diamonds," "Gold," "Luxury Goods," "Industrial Goods," and "Revenue-Generating Goods," and the associated activities (export, sell, supply, ship, import, purchase or acquire).
- Amendments to certain Harmonized Commodity Description and Coding System (HS) code references in Schedules 6, 7 and 11, including for luxury goods, industrial goods and metals, and the repeal of item 197 of Schedule 7.
Trade measures
The amendments refine and expand existing trade restrictions by updating the scope and descriptions of multiple schedules covering exports, sales, supplies or shipments of specified goods and technologies to Russia, and imports, purchases or acquisitions of specified goods from Russia or any country. These include clarified or new headings and HS code references for coal, jet fuel and additives, luxury goods (export and import), industrial goods, metals (iron, steel, aluminum and other metals), chemicals and related goods (including parts and consumables), gold, diamonds (from any country and from Russia), and revenue-generating goods, thereby more precisely defining the products subject to Canadian sanctions measures.
This amendment expands Schedule 1 to include individuals numbered 1609 to 1615 and entities numbered 827 to 860, and expands Schedule 1.1 to include vessels numbered 611 to 731, while comprehensively revising the structure and nomenclature of several goods-related schedules under the Regulations.

The amendments broaden the scope and precision of Canada's Special Economic Measures (Russia) Regulations by adding further listed persons and vessels and by clarifying product coverage through revised schedules and HS codes.
