China publishes decision adding 10 US entities to export control list

The Ministry of Commerce of the People's Republic of China (MOFCOM), through its Security and Control Bureau, has issued Announcement No. 23 of 2026 to place 10 United States entities on China's export control list pursuant to the Export Control Law of the PRC and the Regulations on Export Control of Dual-use Items, in order to safeguard national security and interests and fulfill non-proliferation and other international obligations.
The new measures introduce:
- Inclusion of 10 specified US entities, as listed in the annex (including Aveox, Inc., Red Cat Holdings, Inc., Teal Drones, Inc., IMSAR, LLC, Jaia Robotics, Inc., Ball Aerospace & Technologies Corp., Oshkosh Defense, LLC, L3Harris Maritime Services, Inc., MP Materials Corp., and USA Rare Earth, Inc.), into China's export control list
- A prohibition on Chinese exporters supplying dual-use items to these 10 entities and a prohibition on any organization or individual in any country or region transferring or providing PRC-origin dual-use items to these entities
- An immediate cessation requirement for any ongoing export activities involving PRC-origin dual-use items to these 10 entities
- A licensing mechanism under which exporters that need to conduct exports to these entities in special circumstances must submit an application to MOFCOM
- An effective date stipulating that the announcement takes effect from the date of its publication
This decision is adopted under the PRC Export Control Law and the PRC Regulations on Export Control of Dual-use Items to maintain national security and interests and to perform China's non-proliferation and related international obligations.

This measure strengthens China's export control regime over dual-use items supplied to designated US defense, aerospace, materials, and technology-related entities.
Companies should promptly update their restricted party screening and export control compliance processes to reflect the addition of these 10 US entities to China's export control list and halt any affected transactions unless duly licensed by MOFCOM.
