United States targets Flotilla organizers and Muslim brotherhood networks

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) has designated individuals and an entity under Executive Order 13224, as amended, for their roles in organizing the Global Sumud Flotilla and operating within Hamas‑aligned Muslim Brotherhood and HASM networks that support Hamas' activities.
The new sanctions designate
:- Four individuals associated with a pro-Hamas flotilla organized by the U.S.-designated Popular Conference for Palestinians Abroad (PCPA), including two PCPA officials and two officials of Samidoun, a front organization for the Popular Front for the Liberation of Palestine (PFLP).
- One religious association in Gaza, the Palestinian Scholars Association, and its leader, for acting or purporting to act for or on behalf of Hamas.
- Three additional Hamas and Harakat Sawa`d Misr (HASM) operatives for acting on behalf of Hamas or HASM, or for providing financial, material, or technological support to Hamas or HASM.
As a result of these designations, all property and interests in property of the listed persons that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC, and any entities owned 50 percent or more, directly or indirectly, by one or more blocked persons are also blocked. U.S. persons are generally prohibited from engaging in transactions or dealings involving the property or interests in property of these designated persons unless authorized by OFAC or exempt, and foreign financial institutions risk secondary sanctions for knowingly facilitating significant transactions for these designees.
Since earlier actions in October 2024 and January 2026 against Samidoun, the PCPA and Gaza flotilla organizers, this latest round of designations underscores OFAC's continuing efforts to disrupt Hamas' international support networks, including those operating under the cover of humanitarian flotillas and religious or charitable organizations.

These measures reinforce U.S. efforts to cut off financial and operational support channels for Hamas and associated Muslim Brotherhood and HASM networks.
