China includes seven EU entities in export control list

China's Ministry of Commerce (MOFCOM), through its Security and Control Bureau, issued Announcement No. 20 of 2026 on 24 April 2026 to include seven entities from the European Union in China's export control list for dual-use items, in order to safeguard national security and interests and to fulfil non-proliferation and related international obligations.
The new measures introduce:
  • Inclusion of seven EU entities in China's export control list for dual-use items: FN Herstal (Fabrique Nationale de Herstal), OMNIPOL a.s., HENSOLDT AG, EXCALIBUR ARMY spol.s.r.o, SPACEKNOW INC., odstepny zavod s.r.o, VZLU AEROSPACE a.s., and FN Browning
  • A prohibition on Chinese exporters from exporting dual-use items to the listed entities
  • A prohibition on foreign organisations and individuals from transferring or providing dual-use items originating from the People's Republic of China to the listed entities
  • An immediate requirement to cease any ongoing activities involving exports, transfers or supplies of Chinese-origin dual-use items to the listed entities
  • A provision that, in special circumstances where export is deemed necessary, exporters may apply to MOFCOM for approval on a case-by-case basis
Since the measures apply from the date of publication, the export control listing and related prohibitions and licensing requirements are effective from 24 April 2026.
