Introduction
The implementation announcement dated 2 September 2026
confirms that the Free Trade Agreement between the European Free Trade Association "EFTA" States and the Republic of Kosovo will enter into force for Switzerland and Liechtenstein on 1 October 2026. View the implementation announcement. The Agreement was signed on 22 January 2025 and establishes preferential tariff treatment for qualifying originating goods traded between Switzerland and Kosovo. The Agreement aims to liberalize trade in goods and services, reduce unnecessary trade barriers and strengthen predictable bilateral trading conditions. The Swiss tariff concessions for goods originating in Kosovo are set out in Annex V (Schedule of Tariff Commitments on Goods - Commitments of Switzerland on Goods Originating in the Republic of Kosovo).
Swiss tariff commitments
Non-agricultural products
Product category | Eligibility condition | Swiss preferential rate |
|---|---|---|
Non-agricultural products (NAMA) | Originating in Kosovo and listed as NAMA in Annex V | 0 (duty free) |
Agricultural products
Qualifying agricultural goods receive product-specific treatment under Annex V. Depending on the tariff line, the treatment may include duty-free access, a specific preferential duty, a reduction from the applicable MFN duty, treatment under the Price Compensation Mechanism, or no tariff commitment. Certain concessions are also subject to tariff-quota conditions. The applicable treatment should therefore be verified against the relevant Swiss tariff code, unit of assessment, quota status, and special provisions.
Rules of origin and claim requirements
Preferential treatment is available only when the imported product qualifies as originating under Annex I of the Agreement. Importers should hold the prescribed origin documentation and retain records supporting the preferential claim. Product classification, quota eligibility and the applicable unit of assessment should be verified before the rate is applied.
Key trade implications
- Immediate duty-free access for originating non-agricultural products from Kosovo.
- Product-specific concessions for agricultural goods, including zero duties and reduced specific duties for selected lines.
- MFN treatment where Annex V marks a product as NC or where preference requirements are not met.
- Greater predictability through a published HS-based schedule and defined origin requirements.
Conclusion
From 1 October 2026, eligible goods originating in Kosovo may claim Switzerland's preferential rates under the EFTA-Kosovo Free Trade Agreement. Non-agricultural products listed as NAMA are duty free, while agricultural goods receive the exact product-specific treatment set out in Annex V, subject to origin, classification and quota conditions.
