Atlas AES 3.0 upgrade

German customs have announced an update to the ATLAS Export system with the ATLAS AES 3.0 Release. The release change will affect all users that submit declarations to customs via a software. Everyone needs to migrate to the new system by the end of soft migration on October 29, 2023.
Thomson Reuters has successfully completed the re-certification of the software for the ATLAS Release AES 3.0.
Some exemplary changes to the AES 3.0 release that affect the subscriber interface are:

Functional changes

  • Abolition of export refunds.
  • "Exporter under foreign trade law".
  • Concept of central customs clearance.
  • Changed structure of the MRN (previously "Movement Reference Number", in future "Master Reference Number").
  • New messages Rejection for export (E_EXP_REJ) and Rejection at exit (E_EXT_REJ).
  • ZELOS: Transmission of documents, preliminary papers, transport documents and opinions.

Technical changes

  • Adaptation of all messages due to changed specifications of the UCC.
  • Modification of data rings, encodings, and code lists.
  • Final conversion to Unicode.
  • Final discontinuation of EDIFACT.
