Section 232 Metals Updates (Effective April 6, 2026 | CSMS 68253075)
What it is:
In response to CBP retiring the prior Section 232 Steel, Aluminum, and Copper chapter 99 provisions and replacing them with new consolidated Section 232 Metals chapter 99 provisions, we updated validations to help identify which chapter 99 provisions apply to commodity HTS codes, provided a mass update tool for users to deactivate prior Metal IMCR rules, made impacted commodity HTS codes available within the Steel and Aluminum Declarations, refreshed the Declaration UI for a more standardized experience, and updated entry calculations to apply the correct duty logic under the new framework. This has all been delivered ahead of the 26.3 release to better support filing needs.Benefit to you:
Your HTS are flagged to help identify the appropriate chapter 99 provisions, you have tools to support updates to your IMCR rules to reflect the new provisions, and your Steel and Aluminum Declarations allow you to provide the correct country declarations for impacted commodity HTS codes on your entries.Section 232 Metals Updates (Effective June 8, 2026 | CSMS 68855869)
What it is
: Building on the April 6 framework, CBP expanded the Section 232 Metals provisions with additional commodity HTS codes. We updated validations to help identify which chapter 99 provisions apply to commodity HTS codes, made the newly impacted commodity HTS codes available within the Steel and Aluminum Declarations, updated entry calculations to apply the correct duty logic, and updated Aluminum Country-of-Origin functionality to replace the standard Metals chapter 99 with the appropriate Russia chapter 99 when a supplier's smelt or cast country is reported as Unknown. This has all been delivered ahead of the 26.3 release to better support filing needs.Benefit to you
: Your HTS are flagged to help identify the appropriate chapter 99 provisions for newly added commodity HTS codes, your Steel and Aluminum Declarations allow you to provide the correct country declarations for impacted commodity HTS codes on your entries, and your entries automatically apply the correct Russia chapter 99 when smelt or cast country cannot be determined for Aluminum.MHDV and Derivative Steel Section 232 USMCA Content Split (CSMS 68559236 / CSMS 68855869)
What it is
: Presidential Proclamations authorized USMCA content splits for Medium and Heavy-Duty Vehicles (MHDV) and Derivative Steel articles, allowing the Section 232 25% additional duty to apply only to the value of non-U.S. content rather than total entered value. We updated entry calculations to support the two-line reporting structure for both commodity types. For MHDV, the split follows the same filing mechanics as the existing Auto USMCA split. For Derivative Steel, we applied additional logic to enforce the 40% U.S. content cap, where any U.S. content exceeding 40% of total entered value is reported on the duty-bearing line rather than the zero-rate line. We also applied the correct Section 122 exemption eligibility, as Derivative Steel differs from Auto and MHDV in that the zero-rate line is not eligible for the Section 122 exclusion. This has all been delivered ahead of the 26.3 release to better support filing needs.Benefit to you
: Your entries automatically apply Section 232 duties only to the non-U.S. content portion of your MHDV and Derivative Steel tariff lines, with the correct chapter 99 structure, U.S. content cap enforcement, and Section 122 eligibility applied per CBP requirements.ONESOURCE Global Trade Adds CPSC eFiling Support with Updated Compliance
